BRUSSELS GOVERNMENT ANNOUNCES IMPORTANT NEXT STOP FOR THE ROOF TOP POOL ON THE ABATTOIR SITE
The Brussels government gave the final green light to Rudi Vervoort and Pascal Smet to build a swimming complex on the Abattoir site in Anderlecht. The Flemish government will co-finance the project.
The Brussels government approved the proposal by Brussels Minister-President Rudi Vervoort and Brussels State Secretary for Urbanism Pascal Smet to build an indoor and outdoor swimming pool on the roof of the Manufakture building on the Abattoir site in Anderlecht. The Brussels Urban Development Corporation “SAU” will now concretise the project and explore the exploitation possibilities. Flanders also dives in the project and is making funds available to co-finance the project, confirmed Bart Somers, Flemish Minister for Domestic Administration.

A brief look back to the beginnings
We mentioned the idea for a pool on the Abattoir site in Anderlecht for the first time in a presentation (have a look at page 38) at a public debate in 2017 where we showed 6 possible scenarios for outdoor swimming in Brussels. We were very happy that the idea was picked up by Abattoir when they developed the program for a new building on their site, named ‘Manufakture’, for food production, parking and a public function on the roof: a swimming pool with indoor and outdoor basins that uses the residual heat of the cooling chambers for storage of food in the building.
Thereupon we gave advise to the Brussels Bouwmeester / Maitre Architect (bMa) during the architecture competition for the Manufakture building in 2019 (won by the Brussels architecture office Baukunst) and aided the Department of Urban Development (Cel Stedelijk Beleid) of the Flemish Community Commission (VGC) in the process of securing funds from the Flemish Government to support the development and construction of the building and, later on, the swimming pool.
In the coming months the SAU (see above) will further develop the swimming pool project, considered to be realized and operated in a public-private partnership (PPP) with a private swimming pool operator, a concept which is very common elsewhere in Belgium. POOL IS COOL will continue to play a role by our involvement in the upcoming phase of participation and communication.

Public outdoor swimming facilities have been a sensitive issue in Brussels for a long time. An issue that returns in the growing heat of every summer.
In 2005, Pascal Smet was the first Brussels politician to put open-air swimming pools on the agenda. In 2006, he launched an international architecture competition to create an open-air swimming pool in the Béco Dock in front of the entrance to Tour & Taxis. Unfortunately, this project was cancelled by Smet's successor in the next legislature, Brigitte Grouwels.
The request of many Brusselers to be able to have a refreshing swim outdoors has only grown louder since then. Citizen collective “Pool is Cool” has been creating a positive vibe around the topic for several years and, with public support, it even created a temporary open-air swimming pool along the canal in Anderlecht in recent summers.
The Brussels government formation in 2019 was the perfect opportunity for Rudi Vervoort and Pascal Smet to pave the way for Brussels' first public open-air swimming pool. In May 2021, the Brussels government approved Vervoort and Smet's proposal to launch a feasibility study for a multi-purpose swimming pool (with indoor and outdoor pools) on the Abattoir site in Anderlecht.
This study was assigned to the Urban Development Corporation (SAU) and its results were presented to the Brussels Government in October 2021.
In February 2022, the Brussels Region issued a planning permit for the Manufakture building on the Abattoir site in Anderlecht. This building will house food producing and processing companies. The project included structural reinforcement to allow the building to support a swimming pool on its roof. For these reinforcement works, urban.brussels and the Flemish Community Commission (VGC) made available 2,127,000 euros and 1,800,000 euros respectively.
The combination of food producing and processing companies and a swimming pool is no coincidence. The cooling rooms of these activities release a lot of heat, which will be used to sustain a pleasant water temperature.
In April 2022, the board of directors of Abattoir appointed a contractor. Meanwhile, preparatory works on the Manufakture project, with a structure capable of supporting a future swimming pool, have been started.
By approving the plan of action proposed by Brussels Minister-President Rudi Vervoort and Brussels State Secretary for Urbanism Pascal Smet, the Brussels government is now finally giving the go for the construction of an outdoor swimming pool on the roof of the Manufakture building. The SAU will now start concrete preparations for the pool, such as the legal structure for development and operation and the preparation of the tender procedure for construction.La baignade publique à ciel ouvert est depuis longtemps un sujet brûlant à Bruxelles.
Flanders also joins the project funding
The Flemish government supports the project and decided to release 3.4 million euros, confirmed Flemish Minister of Domestic Administration Bart Somers. These funds will allow the Flemish Community Commission to take an active partner role within the public swimming pool development. This support is therefore excellent news for (Dutch-language) swimming clubs and swimming classes.
The project’s total cost, with indoor and outdoor pool, is estimated at 20.2 million euros.
This amount also includes the 2,127,000 euros and the 1,800,000 euros that urban.brussels and the sports department of the Flemish Community Commission, competences of Pascal Smet, have already released for the structure works that are about to start.
For the remaining funds, several authorities are joining forces. Including the municipality of Anderlecht, which is standing up as a partner in the project, since the needs are great for the surrounding schools.

Le gouvernement bruxellois a donné son feu vert définitif à Rudi Vervoort et Pascal Smet pour construire un complexe de baignade sur le site de l'Abattoir à Anderlecht. Le gouvernement flamand participera au financement.
Le gouvernement bruxellois a définitivement approuvé la proposition du Ministre-Président bruxellois Rudi Vervoort et du Secrétaire d'État bruxellois à l'Urbanisme Pascal Smet de construire une piscine intérieure et extérieure sur le toit du bâtiment Manufakture sur le site de l'Abattoir à Anderlecht. La SAU, la Société d’Aménagement Urbain bruxelloise, va maintenant concrétiser le projet et étudier les possibilités d'exploitation. La Flandre se jette à l’eau aussi pour ce projet et libère des moyens afin de le cofinancer, a confirmé Bart Somers, le Ministre flamand des Affaires Intérieures.

Un bref retour sur les débuts
Nous avons mentionné l'idée d'une piscine sur le site de l'Abattoir à Anderlecht pour la première fois dans une présentation (jetez un œil à la page 38) lors d'un débat public en 2017 où nous avons montré 6 scénarios possibles pour la baignade en plein air à Bruxelles. Nous étions très heureux que l'idée ait été reprise par Abattoir lorsqu'ils ont développé le programme d'un nouveau bâtiment sur leur site, nommé 'Manufakture', pour la production alimentaire, le parking et une fonction publique sur le toit : une piscine avec des bassins intérieurs et extérieurs qui utilise la chaleur résiduelle des chambres de refroidissement pour le stockage des aliments dans le bâtiment.
Nous avons conseillé le Bouwmeester / Maitre Architect de Bruxelles (bMa) lors du concours d'architecture pour le bâtiment Manufakture en 2019 (remporté par le bureau d'architecture bruxellois Baukunst) et aidé le département du développement urbain (Cel Stedelijk Beleid) de la Commission communautaire flamande (VGC) dans le processus d'obtention de fonds du gouvernement flamand pour soutenir le développement et la construction du bâtiment et, plus tard, de la piscine.
Dans les mois à venir, la SAU (voir ci-dessus) développera davantage le projet de piscine, envisagé pour être réalisé et géré dans le cadre d'un partenariat public-privé (PPP) avec un opérateur privé de piscine, un concept très courant ailleurs en Belgique. POOL IS COOL continuera à jouer un rôle par notre implication dans la phase de participation et de communication à venir.

La baignade publique à ciel ouvert est depuis longtemps un sujet brûlant à Bruxelles. Un sujet qui revient chaque été de plus en plus chaud.
En 2005, Pascal Smet était le premier politicien bruxellois qui a mis la baignade à l’air libre à l'ordre du jour. En 2006, il a lancé un concours international d'architecture pour créer une piscine à l'air libre dans le bassin Béco, en face de l'entrée de Tour et Taxis. Malheureusement, ce projet était annulé par Brigitte Grouwels, qui a succédé à Smet lors de la législature suivante.
Depuis, la revendication de nombreux Bruxellois de pouvoir se baigner à l'air libre n’a fait qu’agrandir. Le collectif citoyen « Pool is Cool » a suscité de l’enthousiasme autour du sujet depuis plusieurs années et a même réalisé une piscine temporaire à l’air libre le long du canal à Anderlecht ces derniers étés avec le soutien du public.
La formation du gouvernement bruxellois en 2019 a été une belle opportunité pour Rudi Vervoort et Pascal Smet d’ouvrir la voie à la première piscine publique à l’air libre de Bruxelles. En mai 2021 , le gouvernement bruxellois a approuvé la proposition de Vervoort et Smet de lancer une étude de faisabilité pour une piscine multifonctionnelle (avec baignades intérieure et extérieure) sur le site de l’Abattoir d’Anderlecht.
Cette étude de faisabilité a été confiée à la Société d’Aménagement Urbain (SAU). Les résultats ont été présentés au gouvernement bruxellois en octobre 2021.
En février 2022, la Région bruxelloise a délivré le permis d'urbanisme pour le bâtiment Manufakture sur le site de l'Abattoir à Anderlecht. Ce bâtiment accueillera des entreprises de production et de transformation de produits alimentaires. Le projet comprenait un renforcement structurel afin que le bâtiment puisse supporter une piscine sur le toit. Pour ces travaux de renforcement, urban.brussels et la Commission communautaire flamande ont libéré respectivement 2.127.000 euros et 1.800.000 euros.
La combinaison d’entreprises de production et de transformation de produits alimentaires n’est pas une coïncidence. Les activités bénéficient d’entrepôts frigorifiques dégageant beaucoup de chaleur, ce qui sera utilisée à l'avenir pour créer une température agréable de l'eau.
En avril 2022, le conseil d'administration d'Abattoir a désigné un entrepreneur. Pendant ce temps, les travaux préparatoires du projet Manufakture, dont la structure est capable de supporter une future piscine, ont commencé.
En approuvant le plan d'approche proposé par le Ministre-Président bruxellois Rudi Vervoort et le Secrétaire d'État bruxellois à l'Urbanisme Pascal Smet, le gouvernement bruxellois donne enfin son feu vert à la réalisation d'une piscine à l’air libre sur le toit du bâtiment Manufakture.
La SAU va maintenant entamer la préparation concrète de la piscine, tels que la structure juridique pour le développement et l'exploitation et la préparation du marché pour la construction.
La Flandre s’engage aussi pour le financement du projet
Le gouvernement flamand soutient le projet et a décidé de débloquer 3,4 millions d'euros, confirme le Ministre flamand des Affaires Intérieures, Bart Somers. Ces fonds permettront à la Commission communautaire flamande de jouer un rôle actif en tant que partenaire dans le développement de la piscine publique. Ce soutien est donc une excellente nouvelle pour les clubs de natation (néerlandophones) et les leçons de natation.
Le coût total du projet de piscine, avec piscines intérieure et extérieure, est estimé à 20,2 millions d'euros.
Ce montant inclut les 2.127.000 euros et les 1.800.000 euros qu'urban.brussels et le département sports de la Commission communautaire flamande, deux compétences de Pascal Smet, ont déjà débloqués pour les travaux structurels qui vont bientôt commencer.
Pour les autres moyens, les différentes autorités joignent leurs efforts.
Y compris la commune d'Anderlecht, qui se porte partenaire du projet, car les besoins sont importants pour les écoles environnantes.

De Brusselse regering heeft finaal groen licht gegeven aan Rudi Vervoort en Pascal Smet om een zwemcomplex te realiseren op de Abattoir-site in Anderlecht. De Vlaamse regering springt mee in het bad voor de financiering.
De Brusselse regering keurde finaal het voorstel van Brussels Minister President Rudi Vervoort en Brussels Staatssecretaris voor Stedenbouw Pascal Smet goed om een binnen- en buitenzwembad te realiseren op het dak van het Manufakture-gebouw op de Abattoir-site in Anderlecht.MSI, de Brusselse Maatschappij voor Stedelijke Inrichting, zal het project nu concretiseren en de uitbatingsmogelijkheden onderzoeken. Vlaanderen springt mee in bad en maakt middelen vrij om het project mee te financieren, dat bevestigt Bart Somers, Vlaams minister van Binnenlands Bestuur.

Een korte terugblik op het begin
We hebben het idee voor een zwembad op de site van Abattoir in Anderlecht voor het eerst vermeld in een presentatie (kijk op pagina 38) tijdens een publiek debat in 2017 waar we 6 mogelijke scenario's voor openluchtzwemmen in Brussel lieten zien. We waren erg blij dat het idee werd opgepikt door Abattoir toen ze het programma ontwikkelden voor een nieuw gebouw op hun site, genaamd 'Manufakture', voor voedselproductie, parking en een publieke functie op het dak: een zwembad met binnen- en buitenbassins dat de restwarmte gebruikt van de koelkamers voor de opslag van voedsel in het gebouw.
Daarop gaven wij advies aan de Brusselse Bouwmeester / Maitre Architect (bMa) tijdens de architectuurwedstrijd voor het Manufakture gebouw in 2019 (gewonnen door het Brusselse architectenbureau Baukunst) en hielpen wij de Cel Stedelijk Beleid van de Vlaamse Gemeenschapscommissie (VGC) bij het verkrijgen van fondsen van de Vlaamse overheid om de ontwikkeling en bouw van het gebouw en later het zwembad te ondersteunen.
In de komende maanden zal de MSI (zie hierboven) het zwembadproject verder ontwikkelen, waarbij overwogen wordt het te realiseren en te exploiteren in een publiek-private samenwerking (PPS) met een commerciële zwembadexploitant, een concept dat elders in België zeer gebruikelijk is. POOL IS COOL zal een rol blijven spelen door onze betrokkenheid in de komende fase van participatie en communicatie.
Het kabinet Pascal Smet communiceerde hetvolgende hieromtrent in een persbericht (het volledige persbericht leest u hier) :
Publieke openluchtzwemmogelijkheden zijn al lang een heet hangijzer in Brussel. Een onderwerp dat elke, steeds heter wordende, zomer terugkeert.
In 2005 zetten Pascal Smet, als eerste Brusselse politicus, het openluchtzwemmen op de agenda. In 2006 lanceerde hij een internationale architectuurwedstrijd voor de creatie van een openluchtzwembad in het Beco-dok tegenover de ingang van Tour en Taxis. Dit project werd jammer genoeg ongedaan gemaakt door Smets opvolger in de volgende legislatuur, Brigitte Grouwels.
De schreeuw van veel Brusselse burgers om een frisse duik te kunnen nemen in openlucht is sindsdien enkel luider geworden. Burgercollectief ‘Pool is Cool’ maakt reeds enkele jaren positieve buzz rond het thema en realiseerde de afgelopen zomers met publieke steun zelfs een tijdelijk openluchtzwembad langs het kanaal in Anderlecht.
De vorming van de Brusselse regering in 2019 was voor Rudi Vervoort en Pascal Smet de uitgelezen kans om de weg naar het eerste publieke openluchtzwembad van Brussel te effenen. In mei 2021 keurde de Brusselse regering het voorstel van Vervoort en Smet goed om een studie te lanceren om de haalbaarheid van een multifunctioneel zwembad (met binnen- en buitenbad) op de site van de slachthuizen in Anderlecht te onderzoeken.
Deze haalbaarheidsstudie werd toevertrouwd aan de Maatschappij voor Stedelijke Inrichting (MSI). De resultaten van deze studie werden in oktober 2021 gepresenteerd aan de Brusselse Regering.
In februari 2022 verleende het Brussels Gewest de stedenbouwkundige vergunning voor het Manufakture-gebouw op de Abattoir-site in Anderlecht. Het Manufakture-gebouw zal voedingsproducerende en -verwerkende bedrijven huisvesten. In het project werd een structuurversteviging voorzien zodat het gebouw een zwembad op het dak kan dragen. Voor deze verstevigingswerken maakten urban.brussels en de Vlaamse Gemeenschapscommissie respectievelijk 2.127.000 euro en 1.800.000 euro vrij.
De combinatie van voedingsproducerende en -verwerkende bedrijven en een zwembad is geen toeval. De activiteiten maken gebruik van koelruimtes die veel warmte vrijgeven. Warmte die in de toekomst zal worden gebruikt om een aangename watertemperatuur te creëren.
In april 2022 stelde de raad van bestuur van Abattoir een aannemer aan. De voorbereidende werken aan het Manufakture-project, met structuur die in de toekomst een zwembad kan dragen, zijn intussen opgestart.
Door het plan van aanpak dat werd voorgesteld door Brussels Minister President Rudi Vervoort Rudi Vervoort en Brussels Staatssecretaris voor Stedenbouw Pascal Smet goed te keuren zet de Brusselse regering nu finaal het licht op groen voor de realisatie van een openluchtzwembad op het dak van het Manufakture-gebouw.
MSI zal nu concrete voorbereiding van het zwembad opstarten, zoals de juridische structuur voor ontwikkeling en uitbating en de voorbereiding van de aanbesteding voor de bouw.
Ook Vlaanderen springt mee in bad voor de financiering van het project
De Vlaamse regering steunt het project en besliste 3,4 miljoen euro vrij te maken, dat bevestigt Vlaams minister van Binnenlands Bestuur, Bart Somers. Met deze middelen zal de Vlaamse Gemeenschapscommissie een actieve rol kunnen opnemen als partner binnen de ontwikkeling van het publieke zwembad. Deze steun is dus uitstekend nieuws voor de (Nederlandstalige) zwemclubs en het schoolzwemmen.
De totale kostprijs van het zwembadproject, met binnen- en buitenzwembad, wordt geraamd op 20,2 miljoen euro.
Dit bedrag omvat ook de 2.127.000 euro en de 1.800.000 euro die urban.brussels en het departement sport van de Vlaamse Gemeenschapscommissie, beide bevoegdheden van Pascal Smet, reeds vrijmaakten voor de structurele werken die binnenkort aanvangen.
Voor de overige middelen slaan verschillende overheden de handen in elkaar. Waaronder de gemeente Anderlecht die zich opwerpt als partner in het project, aangezien de behoeften voor de omliggende scholen groot zijn.
