BECOBAD - SOON SWIMMING IN A POOL IN THE CANAL OF BRUSSELS ?!

The city of Brussels has great plans for a big swimming pool in the canal of Brussels
Did you see the news last Friday? The city of Brussels wants to create a swimming zone in the Becodok in the canal, no less than 350 m long or 4 Olympic-sized swimming pools! A fantastic project, but do we really have to wait another 5 years for more outdoor swimming pools in Brussels?
Such important news comes of course when one is on holiday ... sorry for the late reaction only today.
The project was initiated by architect Gerald Ledent of KIS Studio. He invited us back in 2021 to give feedback and participate in stakeholder meetings, which we gladly did. After a presentation to Benoit Hellings, Echevin for Sport of the City of Brussels, the project was further developed but is still simple and impressive on the whole:
A narrow swimming zone, almost as long as the canal basin and separated from the canal by a wall in the middle of the Becodok which still leaves enough clearance for passing ships and creates a basin separated from the canal water for swimming. The water comes from the canal and is cleaned in a plant filter to bathing water quality. Next to the swimming zone, a sunbathing area. In initial ideas, the swimming zone was freely accessible, like the Rhine in Basel (or the sea from the beach). This is then also the only substantial change in the project since the first ideas. An unguarded swimming zone is not allowed by the laws in Belgium, and concerns were quickly raised by the city about social control, for example. Today's project therefore proposes a controlled-access bathing area, about half the width of the current "Quai des Péniches", with the main entrance at the future Kanal museum and a separation by means of additional plant filters and a height difference by lowering the bathing area to the level of the canal.
We think this is a great proposal. The project has a scale that is appropriate for the metropolis of Brussels and brings an additional quality to the public life around Becodok, with for example the Kanal Museum, Kaaitheatre and future park opposite. Above all, it is a good combination with the other planned projects, the swimming pond in Neerpede and the rooftop swimming pool at the Abattoir, all of which will offer very different bathing experiences, accessible in different ways and thus appealing to different groups of visitors. With three projects, Brussels is well on the way to getting rid of its stigma as the only major city in Europe without outdoor pools, but future projects are welcome to be built in Brussels East.
But that's really still up in the air, the first step is of course the realisation of the Becobad! And while we are generally enthusiastic about the project and the ideas behind it, we also have questions for the future that we would like to touch on briefly.
Such a large and complex project needs broad political and societal support. According to Benoit Hellings, the project has already been discussed with important political and administrative stakeholders and we are happy about the public statements of support from Minister Alain Maron, responsible for the port in the Brussels government, and the new director of the port, Gerd Van der Eeken. However, for the project to be realised, the entire "Collège des échevins" and the mayor of the city of Brussels must be behind it, and it also needs the support of the various ministers of the Brussels government when it comes to financing, urban planning and permits. At least some of them were not informed before the publication of the project, we hope that this will happen quickly and will not stand in the way of a successful progress of the project. Especially in view of the overall planning of the baths, with an opening in 2027 at the earliest, it becomes clear how important broad political support is: the project has to clear the hurdle of the next elections in 2024. The past has shown how quickly new majorities can bring down existing (swimming pool) projects. It is therefore a pity that the city of Brussels has taken 4 years after the decision of the new coalition after the 2018 elections to launch an outdoor swimming pool project.
We would like to contribute to this in order to find political and societal support. We find it a pity that we were not included in the project development after the first ideas until today, but we are looking forward to the cooperation with the city and other organisations and administrations in the advisory committee that is yet to be established.
We think it is good that the city of Brussels wants to run the swimming pool itself, through its own association "Baths of Brussels". This saves the usually complex negotiations with private partners and should guarantee democratic access for all. We hope that this will also be reflected in the entrance fees and that there will only be one tariff, not different ones for residents of the city of Brussels and for everyone else.
As soon as we receive the project documents ourselves, we will analyse them to be able to say more about the choice of location, the technical ideas for water treatment and possibilities of the bath for the water quality of the canal, possible management models and the social role in the urban and socio-economically complex context.
However, we are already firmly convinced that the present feasibility study is a good basis for a fantastic project and that we will do everything we can to support a quick realisation as long as the project will be pushed forward openly and transparently in the future!
As great as the project is, it will unfortunately take at least 5 years until the first swimmers can dive into the water. Until then, are the beautiful pictures the only thing the city can offer the inhabitants of Brussels in search of cooling off? We think that the Becobad is the right occasion to realise smaller and temporary open-air swimming pools already now, gladly at the Becodok to offer a foretaste of the future. We show that this is technically and operationally possible every day with FLOW, now for the second year in a row. If we can do that, what would be possible if the city of Brussels rolled up its sleeves? We therefore hope that Benoit Hellings' ambitions will not be limited to the great project in the future, but that he will also actively find quick solutions for the coming summers! We are happy to support him in this.
Fun Fact: The opening of the pool is planned in 5 years. Exactly 5 years ago, in 2017, we made a proposal to the City of Brussels for a similar, but much smaller, temporary outdoor pool with plant filter during "Bruxelles Les Bains" at exactly the same location. Unfortunately, interest was rather low at the time. Maybe the project can serve as a blueprint today.

La ville de Bruxelles a de grands projets pour une immense piscine dans le canal de Bruxelles
Vous avez vu les nouvelles vendredi dernier ? La ville de Bruxelles veut réaliser une zone de natation de pas moins de 350 m de long, soit 4 piscines olympiques, dans le bassin Beco du canal! Un projet fantastique, mais devons-nous vraiment attendre encore 5 ans pour avoir plus de piscines en plein air à Bruxelles ?
Des nouvelles aussi importantes arrivent bien sûr quand on est en vacances ... désolé pour la réaction tardive d'aujourd'hui.
Le projet est né à l'initiative de l'architecte Gerald Ledent de KIS Studio. Il nous a invités deja en 2021 pour donner un feedback et participer aux réunions avec les parties prenantes, ce que nous avons fait avec plaisir. Après une présentation à Benoit Hellings, échevin des sports de la ville de Bruxelles, le projet a évolué, mais il est toujours aussi simple et séduisant dans l'ensemble :
Une zone de baignade étroite, presque aussi longue que le bassin du canal et séparée du canal par un mur au milieu du Becodok, qui laisse encore suffisamment de largeur de passage pour les bateaux qui passent et crée un bassin séparé de l'eau du canal pour la baignade. L'eau provient du canal et est nettoyée dans un filtre végétal pour atteindre la qualité d'eau de baignade. À côté de la zone de baignade, une zone de bain de soleil. Dans les premières idées, la zone de baignade était librement accessible, comme le Rhin à Bâle (ou la mer depuis la plage). C'est d'ailleurs le seul changement substantiel apporté au projet depuis les premières idées. Une zone de baignade non contrôlée n'est pas autorisée par la législation belge et la ville a rapidement émis des réserves quant au contrôle social par exemple. Le projet d'aujourd'hui propose donc une zone de baignade à accès contrôlé qui occupe environ la moitié de la largeur de l'actuel Quai des Péniches, avec l'entrée principale au niveau du futur Musée du Canal et une séparation à l'aide de filtres végétaux supplémentaires et une différence de hauteur en abaissant la zone de baignade au niveau du canal.
Nous pensons que c'est une excellente proposition. Le projet est à l'échelle de la métropole bruxelloise et apporte une qualité supplémentaire à la vie publique autour de Becodok, avec par exemple le Musée du Canal, le Kaaitheater et le futur parc en face. C'est surtout une bonne combinaison avec les autres projets prévus, l'étang de natation à Neerpede et la piscine sur le toit à l'Abattoir, qui offriront tous des expériences de baignade très différentes, accessibles de différentes manières et qui attireront ainsi différents groupes de visiteurs. Avec trois projets, Bruxelles est sur la bonne voie pour se débarrasser de sa stigmatisation en tant que seule grande ville d'Europe sans piscines en plein air, mais les projets futurs peuvent volontiers voir le jour dans l'Est bruxellois.
Mais c'est encore un rêve, la première étape est bien sûr la réalisation de la piscine Becobad ! Et si nous sommes généralement enthousiasmés par le projet et les idées qui le sous-tendent, nous avons bien entendu des questions pour l'avenir que nous souhaitons brièvement évoquer.
Un projet aussi important et complexe nécessite un large soutien politique et sociétal. Selon Benoit Hellings, le projet a déjà été discuté avec d'importantes parties prenantes politiques et administratives et nous sommes heureux d'entendre les déclarations publiques de soutien du ministre Alain Maron, responsable du port au sein du gouvernement bruxellois, et du nouveau directeur du port, Gerd Van der Eeken. Cependant, la réalisation du projet nécessite le soutien de l'ensemble du Collège des échevins et du bourgmestre de la ville de Bruxelles, ainsi que le soutien des différents ministres du gouvernement bruxellois en ce qui concerne le financement, l'urbanisme et les autorisations. Certains d'entre eux au moins n'étaient pas informés avant la publication du projet, nous espérons que cela se fera rapidement et que cela n'entravera pas le bon déroulement du projet. Surtout si l'on considère l'ensemble de la planification de la piscine, avec une ouverture au plus tôt en 2027, l'importance d'un large soutien politique est évidente : le projet doit franchir l'obstacle des prochaines élections en 2024. Le passé a montré avec quelle rapidité de nouvelles majorités peuvent faire échouer des projets (de piscine) existants. Il est donc dommage que la ville de Bruxelles se soit donné 4 ans pour lancer un projet de piscine en plein air, après la décision de la nouvelle coalition suite aux élections de 2018.
Nous voulons volontiers contribuer à trouver un soutien politique et sociétal. Nous trouvons dommage que nous n'ayons pas été impliqués dans le développement du projet depuis les premières idées jusqu'à aujourd'hui, mais nous nous réjouissons de la collaboration avec la ville et d'autres organisations et administrations au sein du comité consultatif qui doit encore être mis en place.
Le fait que la ville de Bruxelles veuille gérer elle-même la piscine, par le biais de sa propre association "Bains de Bruxelles", est une bonne chose à nos yeux. Cela évite les négociations souvent complexes avec des partenaires privés et devrait garantir un accès démocratique pour tous. Nous espérons que cela se répercutera également sur les prix d'entrée et qu'il n'y aura qu'un seul tarif, pas de tarifs différents pour les habitants de la ville de Bruxelles et pour tous les autres.
Dès que nous aurons nous-mêmes reçu les documents du projet, nous les analyserons afin de pouvoir en dire plus sur le choix du lieu, les idées techniques de traitement de l'eau et les possibilités de la piscine pour la qualité de l'eau du canal, les modèles de gestion possibles et le rôle social dans un contexte urbanistique et socio-économique complexe.
Mais nous sommes d'ores et déjà convaincus que cette étude de faisabilité constitue une bonne base pour un projet fantastique et que nous ferons tout notre possible pour soutenir une réalisation rapide tant que le projet sera mené de manière ouverte et transparente à l'avenir !
Aussi formidable que soit le projet, il faudra malheureusement encore au moins 5 ans avant que les premiers nageurs puissent plonger dans l'eau. D'ici là, les belles images seront-elles la seule chose que la ville pourra offrir aux Bruxellois en quête de fraîcheur ? Nous pensons que la piscine Becobad est la bonne occasion pour réaliser dès maintenant des piscines en plein air plus petites et temporaires, volontiers sur le Becodok pour offrir un avant-goût de l'avenir. Avec FLOW, nous démontrons chaque jour, pour la deuxième année consécutive, que cela est techniquement et opérationnellement possible. Si nous pouvons le faire, que se passerait-il si la ville de Bruxelles se retroussait les manches ? Nous espérons donc que les ambitions de Benoit Hellings ne se limiteront pas à ce magnifique projet à l'avenir, mais qu'il trouvera également des solutions actives et rapides pour les étés à venir ! Fun Fact : L'ouverture de la piscine est prévue dans 5 ans. Il y a exactement 5 ans, en 2017, nous avons fait une proposition à la ville de Bruxelles pour une piscine extérieure temporaire similaire, mais beaucoup plus petite, avec un filtre végétal pendant "Bruxelles Les Bains", exactement au même endroit. Malheureusement, l'intérêt était plutôt faible à l'époque. Peut-être que ce projet peut servir d'exemple aujourd'hui.

De stad Brussel heeft grootse plannen voor een enorm zwembad in het kanaal van Brussel
Hebt u het nieuws van afgelopen vrijdag gezien? De stad Brussel wil in het Becodok in het kanaal een zwemzone aanleggen van maar liefst 350 m lang of 4 zwembaden van Olympische afmetingen! Een fantastisch project, maar moeten we echt nog 5 jaar wachten op meer openluchtzwembaden in Brussel?
Zulk belangrijk nieuws komt natuurlijk als men op vakantie is ... sorry voor de late reactie pas vandaag.
Het project is opgezet door architect Gerald Ledent van KIS Studio. Hij nodigde ons reeds in 2021 uit om feedback te geven en deel te nemen aan vergaderingen met de belanghebbenden, wat wij graag deden. Na een presentatie aan Benoit Hellings, schepen voor sport van de Stad Brussel, werd het project verder uitgewerkt, maar het is over het geheel genomen nog steeds eenvoudig en indrukwekkend:
Een smalle zwemzone, bijna even lang als het kanaalbekken en van het kanaal gescheiden met een muur in het midden van de Becodok, die nog voldoende ruimte laat voor passerende schepen en een van het kanaalwater gescheiden bekken schept om te zwemmen. Het water komt uit het kanaal en wordt in een plantenfilter gereinigd tot zwemwaterkwaliteit. Naast de zwemzone een ligweide. In de eerste ideeën was de zwemzone vrij toegankelijk, zoals de Rijn in Basel (of de zee vanaf het strand). Dit is dan ook de enige wezenlijke verandering in het project sinds de eerste ideeën. Een onbewaakte zwemzone is volgens de wetten in België niet toegestaan, en de stad maakte zich al snel zorgen over de sociale controle, bijvoorbeeld. Het huidige project stelt daarom een badzone voor met gecontroleerde toegang, ongeveer de helft van de breedte van de huidige Quai des Péniches, met de hoofdingang bij het toekomstige Kanal Museum en een afscheiding door middel van bijkomende plantenfilters en een hoogteverschil door het badgedeelte te verlagen tot het niveau van het kanaal.
Wij vinden dit een geweldig voorstel. Het project heeft een schaal die past bij de metropool Brussel en brengt een extra kwaliteit aan in het openbare leven rond Becodok, met bijvoorbeeld het Kanal Museum, het Kaaitheater en het toekomstige park ertegenover. Bovenal is het een goede combinatie met de andere geplande projecten, de zwemvijver in Neerpede en het zwembad op het dak van het Abattoir, die alle zeer verschillende zwemervaringen zullen bieden, op verschillende manieren toegankelijk zijn en zo verschillende groepen bezoekers zullen aanspreken. Met drie projecten is Brussel goed op weg om zich te ontdoen van zijn stigma dat het de enige grote stad in Europa is zonder openluchtzwembaden, maar toekomstige projecten zijn ook welkom in het oosten van Brussel.
Maar dat is echt nog in de lucht hangen, de eerste stap is natuurlijk de realisatie van de Becobad! En hoewel wij over het algemeen enthousiast zijn over het project en de ideeën erachter, hebben wij ook vragen voor de toekomst die wij kort willen aanstippen.
Voor zo'n groot en ingewikkeld project is brede politieke en maatschappelijke steun nodig. Volgens Benoit Hellings is het project reeds besproken met belangrijke politieke en administratieve belanghebbenden, en wij zijn blij met de publieke steunbetuigingen van minister Alain Maron, die in de Brusselse regering verantwoordelijk is voor de haven, en van de nieuwe directeur van de haven, Gerd Van der Eeken. Om het project te verwezenlijken moeten echter het hele schepencollege en de burgemeester van de stad Brussel achter het project staan, en het heeft ook de steun nodig van de verschillende ministers van de Brusselse regering als het gaat om financiering, stadsplanning en vergunningen. Tenminste enkele van hen zijn niet op de hoogte gebracht vóór de publicatie van het project, wij hopen dat dit snel zal gebeuren en een succesvolle voortgang van het project niet in de weg zal staan. Vooral met het oog op de globale planning van de baden, met een opening op zijn vroegst in 2027, wordt duidelijk hoe belangrijk brede politieke steun is: het project moet de horde van de volgende verkiezingen in 2024 nemen. In het verleden is gebleken hoe snel nieuwe meerderheden bestaande (zwembad)projecten ten val kunnen brengen. Het is dan ook jammer dat de stad Brussel er 4 jaar nodig had na het besluit van de nieuwe coalitie na de verkiezingen van 2018 om een buitenzwembadproject op te starten.
Graag zouden wij daaraan meewerken om politieke en sociale steun te vinden. Wij vinden het jammer dat wij na de eerste ideeën tot op heden niet bij de ontwikkeling van het project werden betrokken, maar wij verheugen ons op de samenwerking met de stad en andere organisaties en besturen in het nog op te richten adviescomité.
Wij vinden het een goede zaak dat de stad Brussel het zwembad zelf wil beheren, via haar eigen vereniging "Baden van Brussel". Dit bespaart de gewoonlijk ingewikkelde onderhandelingen met particuliere partners en zou democratische toegang voor iedereen moeten garanderen. Wij hopen dat dit ook in de toegangsprijzen tot uiting zal komen en dat er slechts één tarief zal zijn, en niet verschillende tarieven voor inwoners van de stad Brussel en voor alle anderen.
Zodra wij de projectdocumenten zelf ontvangen hebben, zullen wij ze analyseren om meer te kunnen zeggen over de keuze van de locatie, de technische ideeën voor de waterzuivering en de mogelijkheden van het bad voor de waterkwaliteit van het kanaal, de mogelijke beheersmodellen en de sociale rol in de stedelijke en sociaal-economisch complexe context.
Wij zijn er echter nu al vast van overtuigd dat de huidige haalbaarheidsstudie een goede basis is voor een fantastisch project en dat wij alles in het werk zullen stellen om een snelle verwezenlijking te ondersteunen, zolang het project in de toekomst maar op een open en transparante manier wordt voortgezet!
Hoe geweldig het project ook is, het zal helaas nog minstens 5 jaar duren voordat de eerste zwemmers in het water kunnen duiken. Zijn de mooie plaatjes tot die tijd het enige wat de stad de Brusselaars op zoek naar verkoeling kan bieden? Wij denken dat het Becobad de juiste gelegenheid is om nu al kleinere en tijdelijke openluchtzwembaden te realiseren, graag aan het Becodok om een voorproefje van de toekomst te geven. Dat dit technisch en operationeel mogelijk is, laten wij elke dag zien met FLOW, nu al voor het tweede jaar op rij. Als wij dat kunnen, wat zou er dan mogelijk zijn als de stad Brussel de handen uit de mouwen zou steken? Wij hopen dan ook dat de ambities van Benoit Hellings in de toekomst niet beperkt zullen blijven tot het grote project, maar dat hij ook actief op zoek zal gaan naar snelle oplossingen voor de komende zomers! Wij steunen hem daar graag bij.
Leuk weetje: De opening van het zwembad is gepland over 5 jaar. Precies 5 jaar geleden, in 2017, hebben wij de stad Brussel een voorstel gedaan voor een soortgelijk, maar veel kleiner, tijdelijk buitenzwembad met plantenfilter tijdens "Bruxelles Les Bains" op precies dezelfde locatie. Helaas was de belangstelling toen nogal gering. Misschien kan het project vandaag als voorbeeld dienen.
