The story of the Friche Josaphat

Do you know the “Friche Josaphat”? Situated not far from the better known Park Josaphat in Schaarbeek, it’s the terrain of a former freight terminal where goods arrived in Brussels by train. The logistic functions are long gone and in the past years, untouched by human activities, the wasteland transformed into a vivid ecosystem of high biodiversity.

L'histoire de la Friche Josaphat

Connaissez-vous la "Friche Josaphat" ? Située pas loin du Parc Josaphat, plus connu, à Schaerbeek, c'est le terrain d'un ancien terminal de fret où les marchandises arrivaient à Bruxelles par le train.  Les fonctions logistiques ont disparu depuis longtemps et, ces dernières années, la friche s'est transformée en un écosystème vivant de grande biodiversité, à l'abri des activités humaines.

Kent u de "Friche Josaphat"? Niet ver van het bekendere Josaphatpark in Schaarbeek ligt het terrein van een voormalige goederenterminal waar goederen per trein in Brussel aankwamen. De logistieke functies zijn al lang verdwenen en in de afgelopen jaren, onaangeroerd door menselijke activiteiten, veranderde het braakliggende terrein in een levendig ecosysteem met een hoge biodiversiteit.

 
 

However, available land in Brussels for new housing developments is scarce, and there is an immense need for new apartments since the number of inhabitants of the Brussels Region is still growing, a process that is likely to continue.

That’s why the regional urban development corporation SAU-MSI, today owner of the site, started 10 years ago with the design of a masterplan as the basic document for the development of the entire site with (mainly) housing blocks, keeping less than 10% of the green space in the fringes of train tracks, roads and buildings. 

Cependant, les terrains disponibles à Bruxelles pour de nouveaux développements de logements sont rares, et le besoin de nouveaux appartements est immense puisque le nombre d'habitants de la Région bruxelloise continue de croître, un processus qui devrait se poursuivre.

C'est pourquoi la société régionale de développement urbain SAU-MSI, aujourd'hui propriétaire du site, a commencé il y a 10 ans à élaborer un plan directeur comme document de base pour le développement de l'ensemble du site avec (principalement) des blocs de logements, en conservant moins de 10 % de l'espace vert en bordure des voies ferrées, des routes et des bâtiments. 

Er is echter weinig grond in Brussel beschikbaar voor nieuwe woonprojecten en er is een enorme behoefte aan nieuwe appartementen aangezien het aantal inwoners van het Brussels Gewest nog steeds toeneemt, een proces dat waarschijnlijk zal aanhouden.

De gewestelijke maatschappij voor stedelijke inrichting SAU-MSI, die vandaag eigenaar is van de site, is daarom 10 jaar geleden begonnen met het ontwerpen van een masterplan als basisdocument voor de ontwikkeling van de hele site met (voornamelijk) woonblokken, waarbij minder dan 10% van de groene ruimte in de marge van treinsporen, wegen en gebouwen wordt behouden.

When the public was asked about their opinion in 2019, this plan was met with massive concerns and rejection. A plan that seemed appropriate 10 years ago, focussing on the housing crisis, now has to answer questions concerning climate change and urban heat island effects, the general decline of biodiversity, public access to green spaces and the request for participation of the citizens. The public outcry forced the government to put the initial plan on hold in order to rethink its position and ambitions for the site.

 

Lorsque le public a été interrogé sur son opinion en 2019, ce plan a été accueilli avec une inquiétude et un rejet massifs. Un plan qui semblait approprié il y a 10 ans, axé sur la crise du logement, doit maintenant répondre aux questions concernant le changement climatique et les effets des îlots de chaleur urbains, le déclin général de la biodiversité, l'accès du public aux espaces verts et la demande de participation des citoyens. Le tollé général a obligé le gouvernement à mettre le plan initial en suspens afin de repenser sa position et ses ambitions pour le site. 

Toen het publiek in 2019 naar zijn mening werd gevraagd, werd dit plan met massale bezorgdheid en afwijzing onthaald. Een plan dat 10 jaar geleden geschikt leek en gericht was op de huisvestingscrisis, moet nu antwoord geven op vragen over klimaatverandering en stedelijke hitte-eilandeffecten, de algemene achteruitgang van de biodiversiteit, de toegang van het publiek tot groene ruimten en het verzoek om participatie van de burgers. De publieke verontwaardiging heeft de regering ertoe gebracht het oorspronkelijke plan in de ijskast te zetten om haar standpunt en ambities voor het gebied te heroverwegen. 

But it’s not only the public agencies that rethink the plans. A large group of citizens, ngo’s and planners concerned about the future of the Friche Josaphat, eager to find solutions that reply on todays challenges, came up with different strategies for the development of the site. One strategy can be found in the joint manifesto of different organisations, lead by BRAL and Natagora, called PLAN B Josaphat. Another one, with strong conceptual links to PLAN B but developed independently, is I LOVE JOSAPHAT by Team Leopold III. This proposal unites the desire for real estate developments with keeping the existing natural qualities.

Mais ce ne sont pas seulement les organismes publics qui repensent les plans. Un grand groupe de citoyens, d'ONG et d'urbanistes préoccupés par l'avenir de la Friche Josaphat, désireux de trouver des solutions qui répondent aux défis actuels, ont élaboré différentes stratégies pour le développement du site. Une de ces stratégies se trouve dans le manifeste commun de différentes organisations, dirigées par le BRAL et Natagora, appelé PLAN B Josaphat. Une autre stratégie, ayant des liens conceptuels forts avec le PLAN B mais développée indépendamment, est I LOVE JOSAPHAT de la Team Leopold III. Cette proposition allie le désir de développement immobilier et la préservation des qualités naturelles existantes.

Maar het zijn niet alleen de overheidsinstanties die de plannen heroverwegen. Een grote groep burgers, ngo's en planologen die zich zorgen maken over de toekomst van de Friche Josaphat en die oplossingen willen vinden die een antwoord bieden op de uitdagingen van vandaag, hebben verschillende strategieën bedacht voor de ontwikkeling van de site. Eén strategie is terug te vinden in het gezamenlijke manifest van verschillende organisaties, geleid door BRAL en Natagora, genaamd PLAN B Josaphat. Een andere strategie, die sterk aanleunt bij PLAN B maar onafhankelijk is ontwikkeld, is I LOVE JOSAPHAT van Team Leopold III. Dit voorstel verenigt de wens voor vastgoedontwikkelingen met het behoud van de bestaande natuurlijke kwaliteiten.

Public outdoor swimming at the Friche Josaphat

There is a detail in the I LOVE JOSAPHAT scenario that made us write this article: one of the public infrastructure they propose is a public outdoor swimming place within a new park. Interestingly enough we had a similar idea in 2018! 3 years ago we organized the 3-day-masterclass HOW TO SWIM for students and young professionals of different disciplines. We asked them to develop specific ideas for outdoor swimming places with proposals for the urban, architectural, societal and financial challenges. Besides the natural outskirts of the Neerpede area in Anderlecht and the centrality of the canal in the city centre, the Friche Josphat was one of the sites the participants worked on. 

We had chosen the Friche Josphat as a location that will be the centre of big developments in the future (be it on the site or in the surrounding), still close to the city centre, surrounded by mainly residential areas, well connected by public transport and already a site with several sports facilities nearby. And while there are no remnants to be found today, the last public outdoor pool of Brussels, the Solarium Evere closed in 1978, was situated just 500 m further.

Baignade publique en plein air à la Friche Josaphat

Un détail du scénario I LOVE JOSAPHAT nous a incités à écrire cet article : l'une des infrastructures publiques qu'ils proposent est un lieu de baignade publique en plein air dans un nouveau parc. Il est intéressant de noter que nous avons eu une idée similaire en 2018 ! Il y a 3 ans, nous avons organisé la masterclass de 3 jours intitulée HOW TO SWIM pour les étudiants et les jeunes professionnels de différentes disciplines. Nous leur avons demandé de développer des idées spécifiques pour des lieux de baignade en plein air avec des propositions pour les défis urbains, architecturaux, sociétaux et financiers. Outre la périphérie naturelle de la zone de Neerpede à Anderlecht et la centralité du canal dans le centre ville, la Friche Josphat était l'un des sites sur lesquels les participants ont travaillé. 

Nous avions choisi la Friche Josphat comme un site qui sera le centre de grands développements à l'avenir (que ce soit sur le site ou dans les environs), toujours proche du centre ville, entouré de zones principalement résidentielles, bien desservi par les transports publics et déjà un site avec plusieurs installations sportives à proximité. Et s'il n'y a plus de vestiges aujourd'hui, la dernière piscine publique extérieure de Bruxelles, le Solarium Evere fermé en 1978, se trouvait à peine 500 m plus loin.

Publiek openlucht zwemmen op de Friche Josaphat

Er is een detail in het I LOVE JOSAPHAT scenario dat ons ertoe aanzette dit artikel te schrijven: een van de publieke infrastructuren die zij voorstellen is een openbare openlucht zwemplaats in een nieuw park. Het is interessant dat we in 2018 een soortgelijk idee hadden! 3 jaar geleden organiseerden we de 3-daagse-masterclass HOW TO SWIM voor studenten en jonge professionals van verschillende disciplines. We vroegen hen om specifieke ideeën te ontwikkelen voor buitenzwemplekken met voorstellen voor de stedelijke, architectonische, maatschappelijke en financiële uitdagingen. Naast de natuurlijke rand van het Neerpedegebied in Anderlecht en de centraliteit van het kanaal in het stadscentrum, was het Friche Josphat één van de sites waaraan de deelnemers werkten. 

We hadden de Friche Josphat gekozen als een locatie die in de toekomst het centrum van grote ontwikkelingen zal zijn (op de site of in de omgeving), nog relatief dicht bij het stadscentrum, omringd door voornamelijk woonwijken, goed ontsloten met het openbaar vervoer en nu al een site met verschillende sportfaciliteiten in de buurt. En hoewel er vandaag geen overblijfselen meer te vinden zijn, bevond het laatste openbare openluchtzwembad van Brussel, het Solarium Evere dat in 1978 werd gesloten, zich slechts 500 m verder.

The participants that worked on the Josphat site came up with an interesting proposal that caters both the needs of all Brussels’ citizens while making links with existing and planned sport, social and educational facilities. 

Today we are happy to see the idea for a swimming place at Josaphat resurfacing in other urban development proposals by independent organisations. We still believe that it would certainly be the right site for a public pool, even more so if it’s integrated in a park. There it can play an active role in augmenting the aquatic biodiversity when realized as a natural swimming pool with plant filters and wetlands, combining this ecological role with the pleasure of refreshment and water activities for everyone. We therefore hope that the different scenarios brought up by citizen groups and activists will have an impact on the government and the reevaluation of the ambitions for the Josaphat friche. 

Les participants qui ont travaillé sur le site du Josphat ont présenté une proposition intéressante qui répond à la fois aux besoins de tous les citoyens bruxellois tout en établissant des liens avec les installations sportives, sociales et éducatives existantes et prévues. 

Aujourd'hui, nous sommes heureux de voir l'idée d'un lieu de baignade à Josaphat refaire surface dans d'autres propositions de développement urbain d'organisations indépendantes. Nous pensons toujours que ce serait certainement le bon emplacement pour une piscine publique, d'autant plus si elle est intégrée dans un parc. Elle peut y jouer un rôle actif dans l'augmentation de la biodiversité aquatique lorsqu'elle est réalisée comme une piscine naturelle avec des filtres végétaux et des zones humides, en combinant ce rôle écologique avec le plaisir de se rafraîchir et de pratiquer des activités aquatiques pour tous. Nous espérons donc que les différents scénarios évoqués par les groupes de citoyens et les militants auront un impact sur le gouvernement et la réévaluation des ambitions pour la friche Josaphat. 

De deelnemers die aan de Josphat-site werkten, kwamen met een interessant voorstel dat zowel tegemoetkomt aan de behoeften van alle Brusselaars als een link legt met bestaande en geplande sport-, sociale en onderwijsvoorzieningen. 

Vandaag zien we tot ons genoegen dat het idee voor een zwemplaats in Josaphat weer opduikt in andere stadsontwikkelingsvoorstellen van onafhankelijke organisaties. Wij zijn nog steeds van mening dat het zeker de juiste plaats zou zijn voor een openbaar zwembad, des te meer als het in een park wordt geïntegreerd. Daar kan het een actieve rol spelen bij het vergroten van de aquatische biodiversiteit wanneer het gerealiseerd wordt als een natuurlijk zwembad met plantenfilters en wetlands, waarbij deze ecologische rol gecombineerd wordt met het plezier van verfrissing en wateractiviteiten voor iedereen. Wij hopen dan ook dat de verschillende scenario's die door burgergroepen en activisten naar voren zijn gebracht, invloed zullen hebben op de regering en de herziening van de ambities voor de Josaphat friche.

Friche Josaphat, a responsible destination in the future

We believe that it’s possible to find a solution that combines the existing ecological values of the site with the possibility to provide new housing and work space for people and the creation of qualitative public green space, adding on top often forgotten recreational infrastructures like an outdoor swimming place that has the potential to make the site an exciting and valuable destination for all inhabitants of Brussels.

La friche Josaphat, une destination responsable pour l'avenir

Nous pensons qu'il est possible de trouver une solution qui combine les valeurs écologiques existantes du site avec la possibilité de fournir de nouveaux logements et espaces de travail pour les personnes et la création d'un espace vert public de qualité, en ajoutant par-dessus des infrastructures de loisirs souvent oubliées comme un lieu de baignade en plein air qui a le potentiel de faire du site une destination attractive et précieuse pour tous les habitants de Bruxelles.

Friche Josaphat, een verantwoorde bestemming in de toekomst

Wij geloven dat het mogelijk is om een oplossing te vinden die de bestaande ecologische waarden van de site combineert met de mogelijkheid om nieuwe woon- en werkruimte te voorzien voor mensen en de creatie van kwalitatieve openbare groene ruimte, met daarbovenop vaak vergeten recreatieve infrastructuren zoals een openlucht zwemplaats die het potentieel heeft om van de site een spannende en waardevolle bestemming te maken voor alle inwoners van Brussel.
