'Outdoor swimming has not had the best reputation in recent years. Incidents by the sea and in the Blaarmeersen have been in the media extensively, while at most of the swimming places it was peaceful,' says Paul Steinbrück of Pool is Cool, an organisation dedicated to open-air swimming in Brussels. Nous sommes vendredi soir et environ 150 personnes vivant autour du Pedepark à Anderlecht se sont rendues à la cantine du club de rugby de la commune. "La natation en plein air n'a pas eu la meilleure réputation ces dernières années. Les incidents au bord de la mer et à Blaarmeersen ont été largement médiatisés, alors que la plupart des lieux de baignade étaient paisibles", déclare Paul Steinbrück de Pool is Cool, une organisation dédiée à la baignade en plein air à Bruxelles. L'organisation n'est pas appréciée par les opposants à l'étang de baignade, car Pool is Cool a effectué un autre test de natation au Pedepark en 2019. ‘Als ik Nederlands sprak, was ik al lang naar Vlaanderen verhuisd. Daar hebben ze tenminste respect voor wetten en regels.’ Miriam, geflankeerd door haar buurman Willy, heeft tranen in de ogen. Ze vertelt over het Neerpede van vroeger, toen het nog grotendeels onbebouwd was. Als kind ging ze er beestjes vangen in lege confituurpotten. ‘Alleen om ze te bestuderen hé, dan lieten we ze weer vrij.’ Dat Neerpede bestaat volgens Miriam niet meer. ‘Nu durf ik na 6 uur ’s avonds niet naar buiten.’
Het is vrijdagavond en ongeveer 150 mensen die rond het Pedepark in Anderlecht wonen, zijn afgezakt naar de kantine van de rugbyclub van de gemeente. Op het programma: een informatieavond over de plannen van het Brussels Gewest om het park te renoveren, een project dat 9 miljoen euro zal kosten. Een derde van dat geld zou naar de installatie van een zwemvijver gaan.

Ernaast een tekening van zwemmers in een vijver en vogels die wegvliegen. ‘Bewaar Neerpede’ organiseert het verzet tegen de zwemvijver. De meerderheid van het publiek vrijdagavond bevindt zich duidelijk in hun kamp. ‘We zijn met velen gekomen, om ons te informeren en omdat we vreesden dat de pro-poolers hier massaal aanwezig zouden zijn’, vertelt Yannick Laurent, hun woordvoerster. Laurent woont zelf niet in de wijk, maar komt vaak naar het park voor een wandeling. ‘Het is een plek buiten de tijd. Mensen komen van ver om te wandelen in deze wildernis. Waarom zou je hier dan een recreatiedomein van maken, waar in de zomer 1.125 tot 2.000 bezoekers worden verwacht? Dat kan niet goed zijn voor de biodiversiteit in het park.’
De discussie over de publieke ruimte in Neerpede weerspiegelt die andere Anderlechtse splijtzwam, het ondertussen afgevoerde circulatieplan Good Move in Kuregem. De avond vóór de informatievergadering kwam Bewaar Neerpede nog samen op straat met andere buurtcomités onder de noemer ‘Front Commun à Anderlecht contre la gentrification’. Ze protesteerden tegen een circulatieplan in een andere wijk, tegen een nieuwbouwproject en tegen de zwemvijver.
Gregory woont al twaalf jaar in de wijk. Vrijdagmiddag zakte hij, ondanks de regen, af naar het park voor een korte wandeling. ‘Ik weet nog niet of ik vanavond naar de vergadering zal komen. Ik heb geprobeerd te praten met de mensen van Bewaar Neerpede, maar ze luisteren niet.’ Gregory is niet tegen het nieuwe plan. ‘Ik zie geen probleem als alles goed beheerd wordt. Al dat lawaai over biodiversiteit, veel van die mensen zijn gewoon bang. Ze willen het “racaille” van de stad hier gewoon niet.’ Hij wijst naar de ring achter ons: ‘Die maakt meer herrie dan jongeren ooit kunnen doen. Dat ze daar werk van maken.’
‘Openluchtzwemmen heeft de laatste jaren geen beste reputatie. Incidenten aan zee en in de Blaarmeersen zijn uitgebreid in de media geweest, terwijl het op de meeste zwemplaatsen rustig toeven was’, zegt Paul Steinbrück van Pool is Cool, een organisatie die zich inzet voor openluchtzwemmen in Brussel. De organisatie is bij tegenstanders van de zwemvijver niet geliefd, want in 2019 deed Pool is Cool nog een zwemtest in het Pedepark. ‘We begrijpen de bezorgdheden, er zal zeker een impact zijn op de buurtbewoners. Maar die kan ook positief zijn. Misschien moet Leefmilieu Brussel het zwemmen geleidelijk invoeren, zodat men ervaring kan opdoen en kan bijsturen waar nodig.’
Bomenkap
Aan het einde van de vergadering lopen de gemoederen hoog op. ‘Mauvaise foi!’ roept een man. Even later staat Christina Gens buiten te bekomen. Gens ontpopte zich negen jaar geleden als een boomactiviste in de grootstad. Ze zakte af naar de vergadering om iets te weten te komen over de bomenkap die met de renovatie gepaard zou gaan: ‘Ik weet niet of de mensen hier echt inzitten met biodiversiteit. Maar het is duidelijk dat ze zich gepasseerd voelen, net als bij veel andere projecten in Brussel. Dit had anders aangepakt moeten worden, maar daar is het nu te laat voor.’
