OUTDOOR SWIMMING AS AN UNIVERSAL RIGHT

Today we read in the news (Le Soir, Bruzz) that a planned luxury sports complex lost it’s building permit. Situated next to the former hippodrome of Watermael-Boitsfort, the project is in conflict with the regulations that require open air sports fields instead of the sports hall and even a hotel that was planned as part of the private resort. It’s remarkable that the project also foresaw an outdoor swimming pool. It seems to be an incentive for the rich and famous to join such a private sports club while many politicians don’t (yet) see the benefit of a public outdoor pool for the average Brussels citizen.

Aujourd'hui, nous lisons dans l’actualité (Le Soir, Bruzz) qu'un complexe sportif de luxe prévu a perdu son permis de construire. Situé à côté de l'ancien hippodrome de Watermael-Boitsfort, le projet est en conflit avec les réglementations qui exigent des terrains de sport en plein air au lieu de la salle de sport et même un hôtel qui était prévu dans le cadre du projet privé. Il est remarquable que ce projet prévoyait également une piscine extérieure. Cela semble être une incitation pour les riches et célèbres à se joindre à un tel club de sport privé alors que beaucoup de politiciens ne voient pas (encore) le bénéfice d'une piscine extérieure publique pour le citoyen bruxellois moyen.

Vandaag lezen we in het nieuws (Le Soir, Bruzz) dat een gepland luxesportcomplex zijn bouwvergunning heeft verloren. Het project ligt naast de voormalige hippodroom van Watermaal-Bosvoorde en is in strijd met de voorschriften die open lucht sportvelden vereisen in plaats van de sporthal en zelfs een hotel dat was gepland als onderdeel van het privé-resort. Het is opmerkelijk dat het project ook een openluchtzwembad voorzag. Dit lijkt een stimulans te zijn voor de rijken en beroemdheden om lid te worden van een dergelijke privé sportclub terwijl veel politici (nog) niet het nut zien van een openbaar openluchtzwembad voor de gemiddelde Brusselaar.
It actually would not have been something new in Brussels. There are already two such private sports clubs that offer outdoor swimming to its members in the wealthier south-east of Brussels: the Château Sainte-Anne in Auderghem with a 25 m outdoor pool and the David Lloyd Club in Uccle that combines a 20 m outdoor pool with a 25 m pool inside.
If you add all the private outdoor pools in the gardens of villas or apartment residences in the same area you quickly realize that outdoor swimming is already an important part of the leisure culture in Brussels, though it’s for now reserved to those that can afford an own pool or the membership in one of the sports clubs. We are in no way against such private initiatives, but we question the exclusiveness. Instead, we are convinced that it’s time to democratize the outdoor swimming joy by realizing outdoor swimming pools or places, accessible to everyone.
En réalité, cela n'aurait pas été quelque chose de nouveau à Bruxelles. Il existe déjà deux tels clubs sportifs privés qui offrent une baignade en plein air à ses membres dans le sud-est de Bruxelles: le Château Sainte-Anne à Auderghem avec une piscine extérieure de 25 m et le David Lloyd Club d'Uccle qui combine une piscine extérieure de 20 m avec une piscine de 25 m à l'intérieur.
Si vous ajoutez toutes les piscines extérieures privées dans les jardins de villas ou d'appartements dans la même zone, vous réalisez rapidement que la natation en plein air est déjà une partie importante de la culture de loisir à Bruxelles, bien qu'elle soit réservée à ceux qui peuvent se l'offrir piscine ou l'adhésion à l'un des clubs sportifs. Nous ne sommes nullement opposés à de telles initiatives privées, mais nous remettons en question l'exclusivité. Au lieu de cela, nous sommes convaincus qu'il est temps de démocratiser la joie de la baignade en plein air en réalisant des piscines extérieures ou des lieux de baignade accessibles à tous.
Het zou eigenlijk niets nieuws in Brussel. Er zijn al twee van dergelijke privé sportclubs die openluchtzwemmen aanbieden aan haar leden in het welvarendere zuidoosten van Brussel: het Château Sainte-Anne in Oudergem met een 25 meter lang openluchtzwembad en de David Lloyd Club in Ukkel die een 20 meter openluchtzwembad combineert met een overdekt zwembad van 25 m.
Als u alle privé-pools toevoegt in de tuinen van villa's of appartementsresidenties in hetzelfde gebied, beseft u al snel dat openluchtzwemmen al een belangrijk onderdeel is van de vrijetijdscultuur in Brussel, hoewel het nu voorbehouden is aan degenen die zich een eigen zwembad of het lidmaatschap van een van de sportclubs kunnen veroorloven. We zijn geenszins tegen dergelijke privé-initiatieven, maar we betwijfelen de bijhorende exclusiviteit. We zijn ervan overtuigd dat het tijd is om het plezier van openluchtzwemmen te democratiseren door zwembaden of -plaatsen te realiseren die voor iedereen toegankelijk zijn.

And these public swimming places could actually learn from the private pools. They also have to deal with the economic reality. They do so by combining the swimming pool, which in itself will not be profitable, with other sports functions, spas or saunas, restaurants and events. Such additional program can play a role in future public pools too, either directly as part of the same place or indirectly as a financial symbiosis of different amenities side by side.
Et ces lieux de baignade publics pourraient en fait apprendre des piscines privées. Ils doivent également faire face à la réalité économique. Ils le font en combinant la piscine, qui en soi ne sera pas rentable, avec d'autres fonctions sportives, spas ou saunas, restaurants et événements. Un tel programme supplémentaire peut également jouer un rôle dans les futurs pools publics, soit directement au même endroit, soit indirectement en tant que symbiose financière de différents équipements côte à côte.
En deze openbare zwemplekken kunnen zelfs leren van de privézwembaden. Deze hebben ook te maken met de economische realiteit. Dit doen ze door het zwembad, dat op zichzelf niet rendabel is, te combineren met andere sportfuncties, spa's of sauna's, restaurants en evenementen. Een dergelijk aanvullend programma kan ook in toekomstige openbare zwembaden een rol spelen, hetzij rechtstreeks als onderdeel van dezelfde plaats, hetzij indirect als een financiële symbiose van verschillende voorzieningen zij aan zij.
