Our work over the past few years finally seems to be paying off. Different locations for outdoor swimming pools are currently being investigated, from classic swimming pools to natural swimming ponds.
The prerequisite for all these projects is good cooperation between the municipalities and the region, probably the greatest challenge and still too often a stumbling block for the realisation of ambitious projects in Brussels.
The will is there, now we need a powerful coalition of politics and administration to get projects off the ground!
However, this summer has also shown that we cannot wait any longer for definitive projects to be realised sometime in the future. What Brussels needs are temporary safe swimming pools from next year on to meet the pressing needs of Brussels' citizens for refreshment in the ever hotter summers! It is urgently time for Brussels politics to take the initiative for this as well, and we, POOL IS COOL, are ready to support them in this!

Notre travail de ces dernières années semble enfin porter ses fruits. Différents emplacements pour les piscines extérieures sont actuellement étudiés, des piscines classiques aux étangs de baignade naturels.
La condition préalable à tous ces projets est une bonne coopération entre les communes et la région, probablement le plus grand défi et encore trop souvent une pierre d'achoppement pour la réalisation de projets ambitieux à Bruxelles.
La volonté est là, maintenant nous avons besoin d'une puissante coalition de la politique et de l'administration pour faire démarrer les projets !
Cependant, cet été a également montré que nous ne pouvons plus attendre que les projets définitifs soient réalisés à un moment donné dans le futur. Ce dont Bruxelles a besoin, ce sont des piscines temporaires sécurisées à partir de l'année prochaine pour répondre au besoin pressant des Bruxellois de se rafraîchir pendant les étés de plus en plus chauds ! Il est urgent que la politique de Bruxelles prenne également l'initiative dans ce domaine, et nous, POOL IS COOL, sommes prêts à les soutenir dans cette démarche !

Onze inspanningen van de afgelopen jaren lijken eindelijk vruchten af te werpen. Verschillende locaties voor buitenzwembaden worden momenteel onderzocht, van klassieke zwembaden tot natuurlijke zwemvijvers.
Voorwaarde voor al deze projecten is een goede samenwerking tussen de gemeenten en het gewest, waarschijnlijk de grootste uitdaging en nog te vaak een struikelblok voor de realisatie van ambitieuze projecten in Brussel.
De wil is er, nu hebben we een krachtige coalitie van politiek en bestuur nodig om projecten van de grond te krijgen!
Deze zomer is echter ook gebleken dat we niet langer kunnen wachten tot er ergens in de toekomst definitieve projecten worden gerealiseerd. Wat Brussel nodig heeft zijn tijdelijke veilige zwemplaatsen vanaf volgend jaar om tegemoet te komen aan de dringende behoefte van de Brusselaars aan verfrissing in de steeds warmere zomers! Het is dringend tijd dat de Brusselse politiek ook hiervoor het initiatief neemt en wij, POOL IS COOL, staan klaar om hen daarbij te ondersteunen!

Brussel snakt naar een buitenbad: welk project zal het halen?
Brussel is een van de weinige Europese steden zonder openluchtzwembad of -vijver, een gemis dat zeker in hete coronacrisiszomers zwaar op de maag ligt. De plannen om dat te verhelpen lijken eindelijk concreter te worden. De Stad Brussel plant een buitenbad in Laken of Heembeek, Anderlecht heeft drie projecten in de pijplijn. Maar de gemeenten kijken naar het Gewest om een deel van de kosten te dragen, de gewestregering zal dus finaal knopen moeten doorhakken. Welk(e) project(en) zal/zullen het halen?
1) Mayfairvijver in Anderlecht
Een tiental leden van een Ukkelse zwemclub zwom vorige week woensdag volstrekt legaal in de Mayfairvijver in de Anderlechtse wijk Neerpede. Omdat zij de infrastructuur voor toekomstige watersporters hebben gebouwd, mogen 21 Kuregemse jongeren de komende maanden mee, elke keer als de zwemclub er traint. Dat is een primeur, en meteen ook het meest concrete project rond openluchtzwemmen in Brussel.
“We zijn nog volop op zoek naar partners om de toegang ook voor anderen open te stellen,” zegt Philippe Van Ginderdeuren van BRC Bouw, dat het bouwproject mee coördineerde. “Die organisaties zouden dan toestemming kunnen vragen voor hun eigen projecten, en moeten ook de toegang en de veiligheid garanderen.” Anderlechts schepen van Sport Julien Milquet (CDH) zou tijdens de vakantieperiodes graag watersportstages voor de jeugd organiseren aan de vijver.
Milquet wil vanaf 2021 ook het grote publiek toelaten. “In eerste instantie denken we eraan de site open te stellen voor Anderlechtenaren. Misschien ook voor anderen, maar dan betalend. Hoe dan ook zal er een inschrijvingssysteem moeten worden opgezet. De vijver is niet al te groot, er kunnen maximaal vijftig mensen tegelijk in, zo niet komen flora en fauna in gevaar.”
Maar ook het Gewest heeft zijn oog op de Mayfairvijver laten vallen. Leefmilieu Brussel heeft een haalbaarheidsstudie voor openluchtzwemmen in de vijver uitgeschreven. Die studie zal ook de middelste Pedevijver onder de loep nemen.
“We kijken eerst naar Mayfair om verschillende redenen,” zegt woordvoerster Pascale Hourman. “Deze vijver is makkelijk los te koppelen van het waternet, en dus is de kwaliteit makkelijker controleerbaar.” Naast de vijver liggen nu al twee bezinkbekkens met rietvelden, waardoor de waterkwaliteit momenteel zeer goed is.
Hourman wijst erop dat de Mayfairvijver ook naast een sportcomplex ligt, “wat synergieën mogelijk maakt, en in een zone die voor iedereen goed bereikbaar is met het openbaar vervoer”.
De resultaten van de studie zouden begin 2021 bekend moeten zijn, en worden dan besproken binnen de regering. “Ze zullen dan de mogelijkheid beoordelen om een zwemvijver te creëren voor alle Brusselaars,” zegt Hourman. “Het is inderdaad belangrijk om dit soort activiteiten te kunnen aanbieden, zeker omdat hittegolven steeds frequenter voorkomen. Er zouden wel gesprekken moeten beginnen met de gemeente, om het beheer van de vijver over te hevelen naar het Gewest.”
2) 'Natuurlijk zwembad' in Laken of Heembeek
In zijn bestuursakkoord in 2018 nam het Brusselse stadsbestuur al op dat het een “natuurlijk openluchtzwembad” wil openen. De haalbaarheidsstudie daarrond is net af, vertelt Brussels schepen van Sport Benoît Hellings (Ecolo).
“Een 'natuurlijk zwembad' is een zwembad met natuurlijke filtering, die gebeurt in een vijver er net naast,” legt Hellings uit. “Die maakt dan ook deel uit van de ervaring. Dit wordt iets tussen natuurbeleving en sporten in. Uit de studie blijkt bovendien dat dat op de lange termijn twintig procent goedkoper is dan een bad met de klassieke chemische zuivering.”
Studiebureau B2Ai bestudeerde zulke buitenbaden in andere Europese steden, en kwam tot de conclusie dat dit ook in Brussel mogelijk is. De baden moeten volgens de studie duizend vierkante meter groot zijn, maar de vorm is nog voer voor debat. Zo kan er bijvoorbeeld een apart ondiep bassin komen, waarin kinderen kunnen pootjebaden.
Voor het hele terrein – inclusief bezinkvijver, cafetaria, sanitair, verkleedhokjes en zonneweides – is volgens de studie tienduizend vierkante meter, of een hectare, nodig.
Op basis van criteria als de bereikbaarheid, de bevolkingsdichtheid, de oppervlakte en het bestemmingsplan van de voorgestelde sites kwam het bureau tot een shortlist van vier locaties: twee in Neder-Over-Heembeek, en twee in Laken.
“Eerste optie is een terrein aan het Nautisch Centrum naast het kanaal, maar dat is in handen van de Koninklijke Schenking,” begint Hellings. “Daarnaast is een groenzone achter het huidige zwembad van Heembeek in de Heembeekstraat een optie.”
Ook een deel van het Ossegempark net naast het Amerikaans Theater, een eerder idee van het gemeentebestuur, kan. “Maar het theater zou dan een cafetaria en sanitair moeten huisvesten, terwijl het in handen is van de federale staat,” zegt de schepen.
Een vierde mogelijkheid is een zone met weides en volkstuinen van de Stad ten zuiden van het Heembeekse sportcentrum aan de Korte Groenweg. Een zwembad op de Neo-site aan de Heizel is daarentegen definitief afgevoerd, omdat daar geen hectare ruimte over is.
Hellings zal nu overleggen met het Gewest over de financiering. “De kosten worden geschat op 2,5 tot 4 miljoen euro, onderhoud en personeel nog niet inbegrepen. De Stad kan een deel hiervan betalen. Hoewel dat zware kosten zijn, is dat een bewuste beleidskeuze. Meer dan vijftien jaar geleden nog hebben we nood aan plekken met water en bomen. Maar dit is een vraag van alle Brusselaars, ook in de andere gemeenten. Het Gewest moet de gevolgen van de klimaatopwarming opvangen. Het zwembad is nodig voor diegenen die niet naar het buitenland of Blankenberge kunnen.”
Hiermee geeft de Stad “een voorzet aan het Gewest,” zegt Hellings. “We willen geen droom, maar een verwezenlijking. Wij hebben alles bestudeerd en voorbereid, nu moeten er alleen nog samen knopen doorgehakt worden.” Als het Gewest – excusez le mot – mee in het bad stapt, volgt daarna een participatief traject met buurtbewoners.
3) Dakzwembad bovenop Manufakture in Anderlecht
Begin 2019 opperde de Brusselse bouwmeester Kristiaan Borret in zijn projectoproep voor het nieuwe Anderlechtse slachthuis Manufakture om er een extra bouwlaag parking aan toe te voegen. Op die manier zou het dak van tienduizend vierkante meter geen parkeerplaats moeten worden, maar gebruikt kunnen worden voor een open én overdekt complex van zwembaden “met een fantastisch uitzicht over Brussel”.
De restwarmte van de koelinstallaties op de gelijkvloerse verdieping zou zelfs gerecupereerd kunnen worden om de baden op te warmen, zo maakte het team van de bouwmeester zich sterk. De totale kosten voor de aanleg van het zwembadcomplex worden echter geraamd op 12 miljoen euro. “Met onderhoud erbij loopt dat nog op,” zegt Anderlechts schepen van Sport Julien Milquet (CDH).
Dit project zit voor de schepen nog maar in de ideeënfase, maar andere politieke insiders noemen het buitenbad van Abattoir dan weer het meest realistische project.
De NV Abattoir wacht hoe dan ook op een financiële toezegging van overheidspartners. “Het coronavirus heeft zware gevolgen voor ons boekjaar 2020. We lijden momenteel inkomstenverlies,” zegt woordvoerder Paul Thielemans. “Gelukkig kan de realisatie van het hele Manufakture-project uitgesteld worden. Het gebouw zal niet in januari 2023 opgeleverd worden, maar een jaar later.”
Thielemans wijst erop dat Manufakture gebouwd wordt op grond in erfpacht van de gemeente. “Abattoir zou de fundering verstevigen mocht erbovenop een zwembad komen,” zegt Thielemans. “Onze raad van bestuur heeft goesting om mee te gaan in het project. Kinderen leren in Brussel onvoldoende zwemmen en wij zouden graag andere activiteiten huisvesten op onze site. Maar het is echt vijf voor twaalf willen wij onze bouwplannen nog kunnen afstemmen op de optie 'dakzwembad'. En wij zullen niet zelf investeren in een zwembad, of het uitbaten.”
“Als er in de komende maanden geen overheidspartner toezegt, komt er geen zwembad. We kunnen een andere publieke dakfunctie zoeken,” zegt Thielemans. “Bijvoorbeeld andere sportvoorzieningen. Of we bouwen met een bouwlaag minder, dat kan natuurlijk ook.”
4) Tijdelijk openluchtzwembad in Biestebroekwijk
Voor corona plande Pool is Cool op vraag van het Anderlechtse gemeentebestuur een tijdelijk openluchtzwembad aan het Biestebroekdok. Alleen al de massa's mensen die tijdens de hittegolf illegaal het kanaal indoken aan de tijdelijke guinguette La Mouette daar tonen dat de vraag groot is.
De gemeente en Pool is Cool blijven in dat plan geloven voor de zomer van 2021. “We hebben subsidies aangevraagd om een bassin van twintig meter lang naast het kanaal te kunnen zetten,” zegt PiC-woordvoerder Paul Steinbrück. “Zeker voor vier of vijf weken, zodat iedereen tijd heeft om er eens in te springen.”
Pool is Cool ziet het tijdelijke project als een voorbode voor een drijvend permanent zwembad à la Badeschiff Berlijn. "Daarom vinden wij de plek ook zo interessant voor een tijdelijk zwembad."
Dit derde Anderlechtse project zit bij schepen Elke Roex (SP.A). Zij ging met Pool is Cool aan tafel zitten, en hoopt op steun van de Vlaamse Gemeenschapscommissie (VGC) en de vzw Biestebroek, die tijdelijke projecten in de hele wijk opzet.
“Waar dit tijdelijke zwembad precies zou komen, moet nog beslist worden,” zegt Roex. “De nieuwe wijk is in volle ontwikkeling. De plek waar nu de guinguette zit, zal volgend jaar rond deze tijd bijvoorbeeld normaal gezien een bouwwerf zijn. Ik heb locaties in gedachten, maar het hangt er echt van af hoe de wijk evolueert.”
Ook of het project eenmalig is, of elk jaar zal terugkeren, is nog niet beslist. Dat zal afhangen van de beschikbare financiering. “Ofwel kopen we het bassin aan en zetten we het elke zomer op, ofwel huren we er een,” zegt Roex.
5) Openluchtzwembad op de Gerijsite in Vorst
De gemeente Vorst lanceerde begin 2020 de uitwerking van een masterplan voor het gebied 'Vorst-aan-de-Zenne'. Dat moet bepalen hoe die zone aan de spoorbundels er tegen 2040 moet uitzien.
De activisten van Pool is Cool spoorden inwoners bij het openbaar onderzoek aan om een zwembad met zonneweide te vragen op de Gerijsite (Charroi), het deel van het gebied tussen de spoorbundels met ingang aan de Gerijstraat. Daar wordt binnen het wijkcontract al in een groot park voorzien.
“Buiten de zomermaanden kan het zwembad overdekt worden,” klinkt het bij Pool is Cool. “Vorst is een van de weinige Brusselse gemeenten zonder eigen zwembad.”
De gemeente is op zoek naar een locatie voor een zwembad, bevestigt schepen van Stadsplanning, Water en Groene Ruimtes Alain Mugabo (Ecolo). “Weliswaar een overdekt. De meest serieuze piste is momenteel op of rond het Bertelsonstadion, maar alles ligt nog open. Wij zijn zeker geïnteresseerd in een buitenbad, maar op de Gerijsite is dat gecompliceerd. De terreinen zijn geen publiek eigendom. Omdat het een van de weinige plekken is waar de Zenne zichtbaar is, moet de site misschien eerst opgekocht worden door het Gewest.”
Het studiebureau dat het openbaar onderzoek heeft gevoerd, is nu bezig alle voorstellen te analyseren, en bespreekt die in het najaar met bewoners. “Daarna zal het college knopen doorhakken. Het gaat daarbij nog maar om een visie,” benadrukt Mugabo. “De operationale aspecten, zoals de financiering, komen pas aan bod in 2021.”

BRUSSELS YEARNS FOR AN OUTDOOR POOL: WHICH PROJECT WILL MAKE IT?
Brussels is one of the few European cities without an open-air swimming pool or pond, a loss that is particularly acute in hot corona crisis summers. The plans to remedy this seem to be finally becoming more concrete. The City of Brussels is planning an outdoor swimming pool in Laeken or Heembeek, Anderlecht has three projects in the pipeline. But the municipalities are looking to the Region to bear part of the costs, so the regional government will have to make the final decisions. Which project(s) will make it?
1) Mayfair pond in Anderlecht
A dozen members of an Uccle swimming club swam perfectly legally in the Mayfair pond in the Anderlecht district of Neerpede last Wednesday. Because they have built the infrastructure for future water sports enthusiasts, 21 Cureghem youngsters will be allowed to come along in the coming months, every time the swimming club trains there. This is a first, and also the most concrete open-air swimming project in Brussels.
"We are still looking for partners to open up access for others," says Philippe Van Ginderdeuren of BRC Bouw, who helped coordinate the construction project. "These organisations would then be able to request permission for their own projects, and would also have to guarantee access and security. Other alderman of Sport Julien Milquet (CDH) would like to organize water sports placements for the youth at the pond during the vacations. From 2021 onwards,
Milquet would also like to welcome the general public. "Initially, we are thinking of opening up the site to Anderlecht people. Maybe also to others, but then paying. Either way, a registration system will have to be set up. The pond is not too big, it can hold a maximum of fifty people at a time, if not flora and fauna will be endangered".
But the Region has also dropped its eye on the Mayfair Pond. Bruxelles Environnement has launched a feasibility study for outdoor swimming in the pond. This study will also take a closer look at the middle Pond.
"We look at Mayfair first for several reasons," says spokeswoman Pascale Hourman. "This pond is easy to disconnect from the water network, so the quality is easier to control". Next to the pond there are already two settling basins with reed beds, so the water quality is very good at the moment.
Hourman points out that the Mayfair pond is also located next to a sports complex, "which allows for synergies, and in an area that is easily accessible to everyone by public transport".
The results of the study should be known at the beginning of 2021, and will then be discussed within the government. "They will then assess the possibility of creating a swimming pond for all the inhabitants of Brussels," says Hourman. "It is indeed important to be able to offer this type of activity, especially as heat waves are becoming more frequent. Discussions should start with the municipality in order to transfer the management of the pond to the Region".
2) 'Natural swimming pool' in Laeken or Heembeek
In its administrative agreement in 2018, the Brussels city council already stated that it wanted to open a "natural open-air swimming pool". The feasibility study has just been completed, says Brussels alderman for Sport Benoît Hellings (Ecolo).
"A 'natural swimming pool' is a swimming pool with natural filtration, which takes place in a pond just next to it," explains Hellings. "It is therefore part of the experience. It becomes something between experiencing nature and doing sports. What's more, the study shows that in the long term it's 20% cheaper than a bath with traditional chemical purification".
The office B2Ai studied such outdoor baths in other European cities and came to the conclusion that this is also possible in Brussels. According to the study, the baths should be a thousand square metres in size, but the shape is still open to debate. For example, there could be a separate shallow pool in which children could paddle.
According to the study, ten thousand square metres, or one hectare, would be needed for the whole area, including the settling pond, cafeteria, sanitary facilities, changing rooms and sunbathing areas.
On the basis of criteria such as the accessibility, population density, surface area and zoning plan of the proposed sites, the bureau arrived at a shortlist of four sites: two in Neder-Over-Heembeek, and two in Laeken.
"The first option is a site at the Nautical Centre next to the canal, but that is in the hands of the Royal Donation," begins Hellings. "In addition, a green zone behind the current Heembeek swimming pool in Heembeekstraat is an option".
A part of the Ossegempark just next to the American Theatre, an earlier idea of the municipal council, is also an option. "But the theatre would then have to house a cafeteria and sanitary facilities, while it is in the hands of the federal state," says the aldermen.
A fourth possibility would be an area with meadows and allotments of the City to the south of the Heembeek sports centre on Korte Groenweg. A swimming pool on the Neo site on the Heysel, on the other hand, has been definitively removed because there is not a hectare of space left there.
Hellings will now discuss the financing with the Region. "The costs are estimated at 2.5 to 4 million euros, not yet including maintenance and staff. The City can pay part of this. Although these are heavy costs, this is a deliberate policy choice. More than fifteen years ago, we still need places with water and trees. But this is a question from all the inhabitants of Brussels, including the other municipalities. The Region must absorb the effects of global warming. The swimming pool is necessary for those who can't go abroad or Blankenberge".
In this way, the City is giving "a head start to the Region," says Hellings. "We don't want a dream, but a realisation. We have studied and prepared everything, now all we have to do is make decisions together". When the Region - excusez le mot - joins in the bath, a participatory process with local residents follows.
3) Roof pool on top of Manufakture in Anderlecht
At the beginning of 2019, the Brussels master builder Kristiaan Borret, in his call for projects for the new Anderlecht slaughterhouse Manufakture, suggested adding an extra storey of car parking. In this way, the roof of ten thousand square metres should not become a car park, but could be used for an open and covered complex of swimming pools "with a fantastic view over Brussels".
The residual heat from the cooling systems on the ground floor could even be recuperated to heat the baths, so the master builder's team made a strong case. However, the total cost of constructing the swimming pool complex is estimated at 12 million euros. "With maintenance, that will add up," says Anderlechts alderman for Sport Julien Milquet (CDH).
This project is only at the idea stage for the alderman, but other political insiders call Abattoir's outdoor swimming pool the most realistic project.
In any case, NV Abattoir is waiting for a financial commitment from government partners. "The coronavirus has serious consequences for our financial year 2020. We are currently losing revenue," says spokesman Paul Thielemans. "Fortunately, the realisation of the entire Manufakture project can be postponed. The building will not be completed in January 2023, but one year later".
Thielemans points out that Manufakture is being built on land leased by the municipality. "Abattoir would reinforce the foundation if a swimming pool were to be built on top of it," says Thielemans. "Our board of directors is eager to go along with the project. Children do not learn to swim enough in Brussels and we would like to accommodate other activities on our site. But it's really five minutes to midnight if we want to be able to gear our building plans to the 'roof pool' option. And we won't invest in a swimming pool ourselves, or run it".
"If no government partner commits in the coming months, there will be no swimming pool. We can look for another public roof function," says Thielemans. "For example, other sports facilities. Or we can build less on one level, of course.
4) Temporary outdoor swimming pool at Biestebroeck
In the time before corona, POOL IS COOL planned a temporary outdoor swimming pool at the Biestebroekdok at the request of the Anderlecht city council. Just the masses of people who illegally dived into the canal during the heat wave at the temporary guinguette La Mouette there show that demand is high.
The municipality and Pool have remained cool in believing in this plan for the summer of 2021. "We have applied for subsidies to be able to place a 20-metre-long basin next to the canal," says PiC spokesman Paul Steinbrück. "Certainly for four or five weeks, so that everyone has time to jump into it.
Pool is Cool sees the temporary project as a prelude to a floating permanent swimming pool à la Badeschiff Berlin. "That's why we think the place is so interesting for a temporary pool.
This third Anderlecht project is with ships Elke Roex (SP.A). She sat down with Pool is Cool, and is hoping for support from the Flemish Community Commission (VGC) and the non-profit organisation Biestebroek, which is setting up temporary projects throughout the district.
"Exactly where this temporary swimming pool would be located has yet to be decided," says Roex. "The new neighbourhood is in full development. The place where the guinguette is now, for example, will normally be a construction site around this time next year. I have sites in mind, but it really depends on how the neighbourhood evolves".
It has not yet been decided whether the project will be a one-off project or whether it will return every year. That will depend on the funding available. "Either we buy the basin and set it up every summer, or we rent one," says Roex.
5) Outdoor swimming pool at the Charroi Site in Forest
At the beginning of 2020, the municipality of Forest launched the elaboration of a master plan for the 'Vorst-aan-de-Zenne' area. This is intended to determine what the area along the railway bundles should look like by 2040.
Pool is Cool activists urged residents to request a swimming pool with a sunbathing area on the Charroi site, the part of the area between the railway bundles with its entrance on the Rue Charroi. A large park is already provided for there within the district contract.
"Outside the summer months, the swimming pool can be covered," it sounds cool at Pool is Cool. "Forest is one of the few municipalities in Brussels without its own swimming pool.”
The commune is looking for a location for a swimming pool, confirms alderman for Urban Planning, Water and Green Spaces Alain Mugabo (Ecolo). "Although it is a covered one. The most serious slope is currently on or around the Bertelson stadium, but everything is still open. We're certainly interested in an outdoor swimming pool, but at the Charroi site it's complicated. The grounds are not public property. Because it is one of the few places where the Senne is visible, the site might have to be bought up by the Region first".
The study bureau that conducted the public survey is now analysing all the proposals, and will discuss them with the residents in the autumn. "After that, the college will take decisions. This is just a vision," Mugabo emphasises. "The operational aspects, such as financing, will not be discussed until 2021.

BRUXELLES ASPIRE À UNE PISCINE EXTÉRIEURE : QUEL PROJET VA SE CONCRÉTISER ?
Bruxelles est l'une des rares villes européennes à ne pas avoir de piscine ou d'étang en plein air, une perte qui est certainement difficile à supporter en cas de crise de la couronne en été. Les plans pour y remédier semblent enfin se concrétiser. La Ville de Bruxelles prévoit une piscine extérieure à Laeken ou Heembeek, Anderlecht a trois projets en cours. Mais les municipalités attendent de la région qu'elle prenne en charge une partie des coûts, de sorte que le gouvernement régional devra prendre les décisions finales. Quel(s) projet(s) en fera(ont) partie ?
1) L'étang de Mayfair à Anderlecht
Une douzaine de membres d'un club de natation d'Uccle ont nagé en toute légalité dans l'étang de Mayfair, dans le quartier d'Anderlecht de Neerpede, mercredi dernier. Parce qu'ils ont construit l'infrastructure pour les futurs amateurs de sports nautiques, 21 jeunes de Cureghem seront autorisés à venir dans les prochains mois, chaque fois que le club de natation s'y entraînera. Il s'agit d'un premier projet de baignade en plein air à Bruxelles, et en même temps le plus concret.
"Nous sommes toujours à la recherche de partenaires pour ouvrir l'accès à d'autres", déclare Philippe Van Ginderdeuren du BRC Bouw, qui a contribué à la coordination du projet de construction. "Ces organisations pourraient alors demander la permission pour leurs propres projets, et devraient également garantir l'accès et la sécurité. L'autre échevin du sport, Julien Milquet (CDH), souhaite organiser des stages de sports nautiques pour les jeunes à l'étang pendant les périodes de vacances.
A partir de 2021, Milquet souhaite également accueillir le grand public. "Dans un premier temps, nous envisageons d'ouvrir le site aux habitants d'Anderlecht. Peut-être aussi à d'autres, mais alors en payant. Dans tous les cas, un système d'enregistrement devra être mis en place. L'étang n'est pas trop grand, il peut contenir un maximum de cinquante personnes à la fois, sinon la flore et la faune seront menacées".
Mais la région a également jeté un œil sur l'étang de Mayfair. Bruxelles Environnement a lancé une étude de faisabilité pour la baignade en plein air dans l'étang. Cette étude examinera également de plus près l'étang du milieu.
"Nous regardons d'abord Mayfair pour plusieurs raisons", déclare la porte-parole Pascale Hourman. "Ce bassin est facile à déconnecter du réseau d'eau, donc la qualité est plus facile à contrôler". À côté de l'étang, il y a déjà deux bassins de décantation avec des roselières, ce qui fait que la qualité de l'eau est très bonne pour le moment.
Hourman souligne que l'étang de Mayfair est également situé à côté d'un complexe sportif, "ce qui permet des synergies, et dans une zone facilement accessible à tous par les transports publics".
Les résultats de l'étude devraient être connus début 2021, et seront ensuite discutés au sein du gouvernement. "Ils évalueront ensuite la possibilité de créer un étang de baignade pour tous les habitants de Bruxelles", explique M. Hourman. "Il est en effet important de pouvoir proposer ce type d'activité, d'autant plus que les vagues de chaleur sont de plus en plus fréquentes. Des discussions devraient être entamées avec la municipalité afin de transférer la gestion de l'étang à la Région".
2) "Piscine naturelle" à Laeken ou Heembeek
Dans son accord administratif de 2018, la ville de Bruxelles a déjà déclaré vouloir ouvrir une "piscine naturelle en plein air". L'étude de faisabilité vient d'être achevée, déclare l'échevin du sport de Bruxelles Benoît Hellings (Ecolo).
“Une "piscine naturelle" est une piscine avec filtration naturelle, qui se trouve dans un étang juste à côté", explique M. Hellings. "Cela fait donc partie de l'expérience. Elle devient quelque chose entre l'expérience de la nature et la pratique du sport. L'étude montre également qu'à long terme, il est vingt pour cent moins cher qu'un bain avec purification chimique traditionnelle".
Le bureau B2Ai a étudié de tels bains extérieurs dans d'autres villes européennes, et est arrivé à la conclusion que cela est également possible à Bruxelles. Selon l'étude, les bains devraient avoir une taille de mille mètres carrés, mais la forme est encore sujette à débat. Par exemple, il pourrait y avoir un bassin séparé peu profond dans lequel les enfants pourraient pagayer.
Selon l'étude, dix mille mètres carrés, soit un hectare, seraient nécessaires pour l'ensemble du site - y compris le bassin de décantation, la cafétéria, les installations sanitaires, les cabines de change et les bains de soleil.
Sur la base de critères tels que l'accessibilité, la densité de population, la superficie et le plan de zonage des sites proposés, le bureau est parvenu à une liste restreinte de quatre sites : deux à Neder-Over-Heembeek et deux à Laeken.
"La première option est un site au Centre Nautique à côté du canal, mais qui est entre les mains de la Donation Royale", commence Hellings. "En outre, une zone verte derrière l'actuelle piscine de Heembeek, dans la Heembeekstraat, est une option".
Une partie de l'Ossegempark juste à côté du Théâtre américain, une idée antérieure du conseil municipal, est également possible. "Mais le théâtre devrait alors abriter une cafétéria et des installations sanitaires, alors qu'il est entre les mains de l'État fédéral", expliquent les échevins.
Une quatrième possibilité est une zone avec des prairies et des lotissements de la ville au sud du centre sportif de Heembeek, sur la Korte Groenweg. En revanche, une piscine sur le site du Neo, au Heysel, a été définitivement supprimée, car il n'y a plus un hectare de place.
Hellings va maintenant discuter du financement avec la Région. "Les coûts sont estimés à 2,5 à 4 millions d'euros, maintenance et personnel non encore inclus. La Ville peut en payer une partie. Bien que ces coûts soient élevés, il s'agit d'un choix politique délibéré. Il y a plus de quinze ans, nous avons encore besoin d'endroits avec de l'eau et des arbres. Mais c'est une question qui concerne tous les habitants de Bruxelles, y compris dans les autres communes. La région doit absorber les conséquences du réchauffement climatique. La piscine est nécessaire pour ceux qui ne peuvent pas aller à l'étranger ou à Blankenberge".
Grâce à cela, la ville donne "une longueur d'avance à la région", explique M. Hellings. "Nous ne voulons pas un rêve, nous voulons une réalisation. Nous avons tout étudié et préparé, il ne nous reste plus qu'à prendre des décisions ensemble". Lorsque la Région - excusez le mot - se joint au bain, un processus participatif avec les habitants locaux s'ensuit.
3) Piscine sur le toit de la Manufakture à Anderlecht
Début 2019, l'architecte bruxellois Kristiaan Borret a proposé dans son appel à projets pour la nouvelle Manufacture d'abattoirs d'Anderlecht d'ajouter un étage de parking supplémentaire. Ainsi, le toit de dix mille mètres carrés ne devrait pas devenir un parking, mais pourrait être utilisé pour un complexe de piscines ouvertes et couvertes "avec une vue fantastique sur Bruxelles".
La chaleur résiduelle des systèmes de refroidissement du rez-de-chaussée pouvait même être récupérée pour chauffer les bains, ce qui a permis à l'équipe de l'architecte de présenter un dossier solide. Toutefois, le coût total de la construction du complexe de piscines est estimé à 12 millions d'euros. "Avec l'entretien, cela va augmenter", déclare l'échevin du sport d'Anderlechts, Julien Milquet (CDH).
Ce projet n'en est qu'à la phase d'idée pour les navires, mais d'autres initiés politiques considèrent la piscine extérieure de l'Abattoir comme le projet le plus réaliste.
En tout état de cause, l'Abattoir NV attend un engagement financier de la part des partenaires gouvernementaux. "Le coronavirus a de graves conséquences pour notre exercice financier 2020. Nous perdons actuellement des revenus", déclare le porte-parole Paul Thielemans. "Heureusement, la réalisation de l'ensemble du projet Manufakture peut être reportée. Le bâtiment ne sera pas terminé en janvier 2023, mais un an plus tard".
Thielemans souligne que la Manufakture est construite sur un terrain loué par la municipalité. "L'abattoir renforcerait les fondations si une piscine était construite par-dessus", explique M. Thielemans. "Notre conseil d'administration est impatient d'accompagner le projet. Les enfants n'apprennent pas assez à nager à Bruxelles et nous aimerions accueillir d'autres activités sur notre site. Mais il est vraiment minuit moins cinq et nous voulons donc pouvoir adapter nos plans de construction à l'option "piscine sur le toit". Et nous n'investirons pas nous-mêmes dans une piscine, ni ne l'exploiterons".
"Si aucun partenaire gouvernemental ne s'engage dans les mois à venir, il n'y aura pas de piscine. Nous pouvons chercher une autre fonction publique pour le toit", dit Thielemans. "Par exemple, d'autres installations sportives. Ou bien nous pouvons construire avec un étage de moins, bien sûr".
4) Piscine extérieure temporaire à Biestebroeck
Avant Corona, une piscine extérieure temporaire était prévue par POOL IS COOL au Biestebroekdok à la demande du conseil municipal d'Anderlecht. Rien que les masses de personnes qui ont plongé illégalement dans le canal pendant la canicule à la guinguette temporaire La Mouette, là-bas, montrent que la demande est forte.
La municipalité et Pool is Cool continuent à croire en ce plan pour l'été 2021. "Nous avons demandé des subventions pour pouvoir mettre un bassin de vingt mètres de long à côté du canal", déclare Paul Steinbrück, porte-parole du PiC. "Certainement pour quatre ou cinq semaines, afin que tout le monde ait le temps de se lancer."
Pool is Cool voit ce projet temporaire comme un prélude à une piscine flottante permanente comme le Badeschiff à Berlin. "C'est pourquoi nous pensons que l'endroit est si intéressant pour une piscine temporaire."
Ce troisième projet d'Anderlecht concerne les navires Elke Roex (SP.A). Elle s'est assise à la table de Pool is Cool, espérant le soutien de la Commission de la Communauté flamande (VGC) et de l'asbl Biestebroek, qui met en place des projets temporaires dans tout le district.
"L'emplacement exact de cette piscine temporaire n'a pas encore été décidé", explique M. Roex. "Le nouveau quartier est en plein développement. L'endroit où se trouve actuellement la guinguette, par exemple, sera normalement un chantier de construction vers cette époque de l'année prochaine. J'ai des lieux en tête, mais cela dépend vraiment de l'évolution du quartier.
Il n'a pas encore été décidé si le projet sera ponctuel ou s'il reviendra chaque année. Cela dépendra du financement disponible. "Soit nous achetons le bassin et l'installons chaque été, soit nous en louons un", dit Roex.
5) Piscine extérieure sur le site Charroi à Forest
Début 2020, la municipalité de Forest a lancé l'élaboration d'un plan directeur pour la région du "Forest-sur-Senne". Il s'agit de déterminer à quoi devrait ressembler la zone située le long des faisceaux ferroviaires d'ici 2040.
Les militants de Pool is Cool ont exhorté les habitants à demander une piscine avec une zone de bronzage sur le site Charroi, la partie de la zone située entre les faisceaux ferroviaires avec son entrée sur la Rue Charroi. Un grand parc y est déjà prévu dans le cadre du contrat de quartier.
"En dehors des mois d'été, la piscine peut être couverte", ça sonne cool à Pool is Cool. "Forest est l'une des rares communes de Bruxelles à ne pas avoir sa propre piscine.”
La commune cherche un emplacement pour une piscine, confirme l'échevin de l'Urbanisme, de l'Eau et des Espaces verts Alain Mugabo (Ecolo). "Bien qu'elle soit couverte. La pente la plus grave se trouve actuellement sur ou autour du stade Bertelson, mais tout est encore ouvert. Nous sommes certainement intéressés par une piscine extérieure, mais au site Charroi, c'est compliqué. Le terrain n'est pas un bien public. Comme c'est l'un des rares endroits où la Senne est visible, il se peut que le site doive d'abord être acheté par la Région".
Le bureau d'étude qui a mené l'enquête publique analyse actuellement toutes les propositions et en discutera avec les habitants à l'automne. "Après cela, le collège prendra des décisions. Ce n'est qu'une vision", souligne Mugabo. "Les aspects opérationnels, tels que le financement, ne seront pas abordés avant 2021".
