PERSPECTIVES AND PROJECTS
Outdoor swimming in Brussels? Yes! Brussels has been without any outdoor swimming possibilities for more than 40 years, but today, not least thanks to initiatives by POOL IS COOL, outdoor swimming is back on the table. What’s the importance of outdoor swimming for a city and its inhabitants? Where is Brussels now in terms of swimming places and who are the players involved? What projects are being planned and who will be able to benefit from them?
We would like to provide answers to these questions and are eager to hear your comments during an evening dedicated to outdoor swimming on the World Water Day 2023.
Where are we and where are we going? In the first part, we talk about swimming in Brussels and put it in the (inter)national context with examples and experiences. Different local stakeholders will then present their projects, the first steps towards the new openair swimming landscape of Brussels.
Be part of the debate! In the second part, we open the discussion for your questions and remarks regarding open air swimming in Brussels and the specific projects. What is your experience and where do you want to swim in Brussels?

SWIMMING COMPLEX ON THE ABATTOIR SITE
The Brussels government has recently approved the building of a swimming complex on the roof of the future Manufakture building on the Abattoir site in Anderlecht. In line with plans to revive this urban neighbourhood, the multi-purpose indoor and outdoor swimming facilities will make swimming accessible to the public, and schools in particular. While Manufakture’s main purpose is to house food producing and processing facilities, the exhaust heat produced by the cooling system will be used to heat the water of the pools. The Regional Urban Development Corporation (MSI-SAU) is currently preparing the procedure to develop the swimming complex in a public-private-partnership (PPP).
The pictures show the winning proposal by Baukunst for the design competition of the Manufakture building, currently under construcion. It will serve as the base for the pool project, yet to be designed.
Pascal Smet, Brussels State Secretary for Urbanism and Member of the Board of the Flemish Community Commission (VGC), has long been an advocate for outdoor swimming in Brussels. Having studied law at the University of Antwerp, he has been active in Brussels’ politics since 2003 on communal and regional level. Together with Brussels Minister-President Rudi Vervoort, Pascal Smet initiated the swimming complex project at the Abattoir, which is supported by the Flemish government as well as the municipality of Anderlecht.
SWIMMING ZONE IN THE PARK OF NEERPEDE
The future park of Neerpede in Anderlecht aims to provide a qualitative green space accessible to all, ensuring the transition between the city and the countryside of the Pajottenland. In order to achieve the desired coherence and quality, the entire park will be renovated in phases, so that the park areas remain accessible throughout the project. Water represents almost a third of the surface area of the future Neerpede Park, and structures the park. Brussels Environment aims to give water its rightful place here by enhancing the value of the ponds and watercourses and by improving the quality of the water, including a natural bathing area in part of an existing pond, the Middle Pond.

Flore Schmit is a hydro- and environmental geologist and Project Manager for the Brussels Water Network of Brussels Environment (public administration). She is managing projects for the water department including the creation of a natural swimming pond. Water network projects in urban areas require a good balance between multiple factors and challenges such as landscape, biodiversity, flood management, water quality, urban mapping and recreation. This project has been developed by Omgeving in association with multiple partners and experts.
BECOBAD
The Brussels canal is a 15 km-long infrastructure crossing the metropolitan area. At its center, the Beco dock is a wide waterway that has lost its industrial function, except for the passage of barges. The BecoBad project is the combination of a natural water treatment plant and an open-air swimming pool. It is designed to improve both the quality of polluted urban water and the quality of life in the city. Altogether, it would create a 360m-long pool along with water gardens (reed beds).
Gérald Ledent is professor for architecture at UCLouvain in Brussels. He is also a practitioner at and co-founder of KIS studio (Keep It Simple studio), which aims to avoid unnecessary complexity in order to focus on the essentials. Gérald Ledent and the KIS studio, who have been passionate about public swimming pools for many years, initiated the BecoBad project. The technical elements of the project were developed by SWECO.
TERRITORIAL STUDY ON SWIMMING POOLS IN BRUSSELS
Numerous swimming pools in the Brussels region have been closed or are about to be closed for renovation, while public swimming places are already reaching their maximum capacities. In addition, the practice of sports in pools has diversified in recent years, which increases the demand from sports clubs. The high operating, maintenance and construction costs explain this lack of facilities. However, the complex institutional situation of sport in Brussels is also a determining factor in this situation. The study by perspective.brussels aims to establish a state of play of swimming pools in Brussels in order to better understand these iissues.
Akara Chy holds a Master's degree in Management Engineering. After working in logistics in the private sector, he turned to the public sector and now works for perspective.brussels in what he is passionate about: sport. perspective.brussels is a multidisciplinary centre of expertise that provides the Brussels Region with the means to better understand itself and prepare its future. The Sport Unit centralises, develops and analyses knowledge on the theme of sport in the Region.

La baignade en plein air à Bruxelles ? Oui ! Depuis plus de 40 ans, Bruxelles n’a plus de possibilité de baignade à ciel ouvert, mais grâce à des initiatives lancées par POOL IS COOL, la baignade en plein air est de nouveau d'actualité. Quelle importance la baignade en plein air a-t-elle pour les espaces urbains et ses populations? Où en est Bruxelles en matière de zones de baignade et qui sont les acteurs ? Quels sont les projets de baignade extérieure et qui peut en bénéficier ?
Nous souhaitons apporter des réponses et nous sommes impatients d’entendre vos commentaires pendant une soirée consacrée à la baignade en plein air lors de la Journée mondiale de l'eau 2023.
Où en sommes-nous et où allons-nous ? Dans la première partie, nous parlerons de la baignade à Bruxelles et la placerons dans le contexte (inter)national à travers des exemples et des expériences. Différents acteurs locaux présenteront ensuite leurs projets, les premiers pas vers le nouveau paysage de la baignade en plein air à Bruxelles.

COMPLEXE DE BAIGNADE SUR LE SITE DE L’ABATTOIR
Le gouvernement bruxellois a approuvé la construction d'un complexe de baignade sur le toit du futur bâtiment Manufakture sur le site de l’Abattoir à Anderlecht. En accord avec les plans pour revitaliser ce quartier urbain, ces infrastructures de baignade polyvalentes, couvertes et en plein air, rendront la baignade accessible au public, en particulier aux écoles. Tandis que la Manufakture aura pour fonction principale d'abriter des structures de production et de transformation alimentaire, la chaleur dégagée par le système de refroidissement sera utilisée pour chauffer l'eau des piscines. La Société d’Aménagement Urbain de la Région de Bruxelles-Capitale (SAU) prépare actuellement la procédure visant à développer le complexe de baignade dans le cadre d'un partenariat public-privé (PPP).
Les photos montrent la proposition gagnante de Baukunst pour le concours de conception du bâtiment de la Manufakture, actuellement en construction. Il servira de base au projet de piscine, qui n'a pas encore été conçu.
Pascal Smet, Secrétaire d'État bruxellois à l'Urbanisme et membre du conseil d'administration de la Commission communautaire flamande (VGC), plaide depuis longtemps en faveur de la baignade en plein air à Bruxelles. Après avoir étudié les sciences juridiques à l'Université d'Anvers, il est actif dans la politique bruxelloise depuis 2003 au niveau communal et régional. Avec le ministre-président bruxellois Rudi Vervoort, Pascal Smet a initié le projet de complexe de baignade à l'Abattoir, qui est soutenu par le gouvernement flamand ainsi que par la commune d'Anderlecht.
ZONE DE BAIGNADE AU PARC DE NEERPEDE
Le futur Parc de Neerpede à Anderlecht a pour ambition d’offrir un espace vert qualitatif accessible à toutes et tous, assurant la transition entre la ville et la campagne du Pajottenland. Pour obtenir la cohérence et la qualité souhaitée, l’ensemble du parc sera progressivement rénové, suivant différentes phases, de façon à maintenir des zones de parc accessibles tout au long du projet. L’eau représentant près d’un tiers de la surface du futur parc de Neerpede, celle-ci structure le parc. Bruxelles Environnement et Beliris ont pour ambition de lui redonner ici toute sa place en valorisant les étangs et les cours d’eau et en améliorant la qualité de l’eau, dont une zone de baignade naturelle dans une partie d’un étang existant, l’étang Moyen.

Chef de projet du service du Réseau hydrographique de Bruxelles Environnement (administration publique), Flore Schmit est hydrogéologue et géologue de l'environnement. Elle gère des projets pour le département de l'eau, notamment la création d'un étang de baignade naturel. Les projets de réseaux hydrographiques en zone urbaine nécessitent un bon équilibre entre de multiples facteurs et défis tels que le paysage, la biodiversité, la gestion des inondations, la qualité de l'eau, la cartographie urbaine et les loisirs. Ce projet a été développé par Omgeving en association avec de nombreux partenaires et experts.
BECOBAD DANS LE BASSIN DE BÉCO
Le canal de Bruxelles est une infrastructure de 15 km de long qui traverse la région métropolitaine. Au centre, le bassin Béco est une large voie d'eau qui a perdu sa fonction industrielle, à l'exception du passage des péniches. Le projet BecoBad est la combinaison d’une installation d'épuration naturelle et d'une piscine en plein air. Il est conçu pour améliorer à la fois la qualité des eaux urbaines polluées et la qualité de vie dans la ville. Il s'agit d'une piscine de 360 mètres de long accompagnée de jardins d'eau (roselières).
Gérald Ledent est professeur d'architecture à l'UCLouvain à Bruxelles. Il est également praticien et cofondateur du studio KIS (Keep It Simple studio), qui vise à éviter la complexité inutile pour se concentrer sur l'essentiel. Passionné de longue date par les bains publics, Gérald Ledent et le bureau KIS studio sont à l'initiative du projet BecoBad. Les éléments techniques du projet ont été développés par le bureau SWECO.
ÉTUDE TERRITORIALE SUR LES PISCINES À BRUXELLES
En Région Bruxelles-Capitale, plusieurs piscines sont fermées ou sont sur le point de l’être pour cause de rénovation, alors que les piscines publiques sont déjà saturées. De plus, les pratiques sportives en bassin se sont diversifiées ces dernières années, ce qui accroît la demande des clubs sportifs. Les coûts d’exploitation, d’entretien et de construction conséquents expliquent cette situation de carence. Toutefois, la situation institutionnelle complexe du sport à Bruxelles est aussi un facteur déterminant de cette situation. L’étude de perspective.brussels vise à établir un état des lieux des bassins afin de mieux comprendre ces enjeux.
Akara Chy est titulaire d’un Master en Ingénieur de Gestion. Après avoir travaillé en logistique dans le secteur privé, il s’est orienté vers le secteur public et travaille aujourd’hui pour perspective.brussels dans ce qui le passionne : le sport. perspective.brussels est un centre d'expertise multidisciplinaire qui donne à la Région bruxelloise les moyens de mieux se comprendre et de préparer son avenir. L'Unité Sport centralise, développe et analyse les connaissances sur le thème du sport dans la Région.

Perspectieven en projecten
Openluchtzwemmen in Brussel? Jazeker! Meer dan 40 jaar lang was er in Brussel geen mogelijkheid tot openluchtzwemmen, maar vandaag, niet in het minst dankzij de initiatieven van POOL IS COOL, is zwemmen in de open lucht terug op de agenda. Wat is het belang van openluchtzwemmen voor een stad en haar inwoners? Waar staat Brussel nu qua zwemplekken en wie zijn de betrokken spelers? Welke projecten staan er op stapel en wie zal ervan kunnen profiteren?
Op deze vragen willen wij graag antwoorden en zijn benieuwd naar jouw commentaar tijdens een avond gewijd aan openluchtzwemmen op de Wereldwaterdag 2023.
Waar zijn we en waar gaan we naartoe? In het eerste deel praten we over zwemmen in Brussel en plaatsen we het in de (inter)nationale context met voorbeelden en ervaringen. Verschillende lokale actoren zullen vervolgens hun projecten voorstellen, de eerste stappen naar het nieuwe openluchtzwemlandschap van Brussel.

ZWEMCOMPLEX OP DE ABATTOIR SITE
De Brusselse regering heeft onlangs de bouw goedgekeurd van een zwemcomplex op het dak van het toekomstige Manufakture-gebouw op de Abattoir-site in Anderlecht. In overeenstemming met de plannen om deze urbane wijk nieuw leven in te blazen, zullen de multifunctionele binnen- en buitenzwemvoorzieningen het zwemmen toegankelijk maken voor het publiek, en in het bijzonder, voor scholen. Terwijl Manufakture in de eerste plaats bestemd is voor de accommodatie van structuren voor de productie en verwerking van levensmiddelen, zal de door het koelsysteem geproduceerde warmte worden gebruikt om het water van de zwembaden te verwarmen. De Maatschappij voor Stedelijke Inrichting van het Brussels Hoofdstedelijk Gewest (MSI-SAU) bereidt momenteel de procedure voor om het zwemcomplex in een publiek-private samenwerking (PPS) te ontwikkelen.
De foto's tonen het winnende voorstel van Baukunst voor de ontwerpwedstrijd van het Manufakture gebouw, dat momenteel in constructie is. Het zal dienen als basis voor het nog te ontwerpen zwembadproject.
Pascal Smet, Brussels Staatssecretaris voor Stedenbouw en collegelid van de Vlaamse Gemeenschapscommissie (VGC), is al lang voorstander van openluchtzwemmen in Brussel. Hij studeerde rechten aan de Universiteit Antwerpen en is sinds 2003 actief in de Brusselse politiek op gemeentelijk en gewestelijk niveau. Samen met Brussels minister-president Rudi Vervoort initieerde Pascal Smet het zwemcomplex op de Abattoir site, dat wordt ondersteund door de Vlaamse regering en de gemeente Anderlecht.
ZWEMZONE IN HET PARK VAN NEERPEDE
Het toekomstige park van Neerpede wil een kwalitatieve groene ruimte bieden die voor iedereen toegankelijk is en de overgang tussen de stad en het platteland van het Pajottenland waarborgt. Om de gewenste coherentie en kwaliteit te bereiken, wordt het hele park in verschillende fasen geleidelijk gerenoveerd, zodat de toegankelijke parkzones gedurende het hele project behouden blijven. Het water vertegenwoordigt bijna een derde van de oppervlakte van het toekomstige park van Neerpede en structureert het park. Leefmilieu Brussel en Beliris willen het water hier zijn rechtmatige plaats geven door de waarde van de vijvers en waterlopen te verhogen en de kwaliteit van het water te verbeteren, met inbegrip van een natuurlijke zwemzone in een deel van een bestaande vijver, de Middenvijver.

Flore Schmit is hydro- en milieugeologe en projectleider van het Waternetwerk Brussel voor Leefmilieu Brussel. Zij beheert projecten voor het water departement, waaronder de aanleg van een natuurlijke zwemvijver. Waternetwerkprojecten in stedelijk gebied vereisen een goed evenwicht tussen meerdere factoren en uitdagingen zoals landschap, biodiversiteit, overstromingsbeheer, waterkwaliteit, stedelijke kartering en recreatie. Dit project is ontwikkeld door Omgeving in samenwerking met meerdere partners en deskundigen.
BECOBAD IN HET BECODOK
Het Brusselse kanaal is een 15 km lange infrastructuur die de agglomeratie doorkruist. In het centrum ervan ligt het Becodok, een brede waterweg die zijn industriële functie heeft verloren, met uitzondering van de doorvaart van binnenschepen. Het Becobad-project is de combinatie van een natuurlijk waterzuiveringsstation en een openluchtzwembad. Het is ontworpen om zowel de kwaliteit van het vervuilde stadswater als de levenskwaliteit in de stad te verbeteren. In totaal zou er een 360 m lang zwembad met watertuinen (rietvelden) worden aangelegd.
Gérald Ledent is professor architectuur aan de UCLouvain in Brussel. Hij is ook een van de architecten en medeoprichter van KIS studio (Keep It Simple studio), die ernaar streeft onnodige complexiteit te vermijden om zich te concentreren op de essentie. Al vele jaren gepassioneerd door openbare zwembaden, hebben Gérald Ledent en KIS studio het project BecoBad geïnitieerd. De technische elementen van het project zijn ontwikkeld door SWECO.
TERRITORIALE STUDIE OVER ZWEMBADEN IN BRUSSEL
In het Brussels Gewest zijn verschillende zwembaden gesloten of staan ze op het punt te worden gesloten voor renovatie, terwijl de openbare zwembaden al oververzadigd zijn. Bovendien is de uitoefening van sporten in zwembaden de laatste jaren gediversifieerd, waardoor de behoeften van sportclubs zijn toegenomen. De hoge exploitatie-, onderhouds- en bouwkosten verklaren dit gebrek aan faciliteiten. De complexe institutionele situatie van de sport in Brussel is echter ook een bepalende factor in deze situatie. De studie van perspective.brussels wil een stand van zaken opmaken van de zwembaden in Brussel om deze problemen beter te begrijpen.
Akara Chy heeft een Master in Management Engineering. Na in de privésector in de logistiek te hebben gewerkt, stapte hij over naar de publieke sector en werkt nu voor perspective.brussels in datgene waar hij gepassioneerd over is: sport. perspective.brussels is een multidisciplinair expertisecentrum dat het Brussels Gewest de middelen verschaft om zichzelf beter te begrijpen en zijn toekomst beter voor te bereiden. De cel Sport centraliseert, ontwikkelt en analyseert kennis over het thema sport in het Gewest.
